Primary Duties and Responsibilities:
The goal of the proposed analysis is to inform the development of an innovative fundraising strategy to improve sustainable financing for Family Planning/Reproductive Health (FP/RH) in Ghana.
The objectives of the analysis include:
· Identify private sector FP fundraising opportunities, possibilities and their associated facilitators and barriers.
· Profiling and prioritizing potential philanthropists, including local/regional foundations, corporations, and high-net-worth individuals and
· Determine how to align interests, motivators and incentives for financing FP/RH from private sector individuals, organizations, foundations, and corporations.
· Document key communication messages that resonate with the identified potential funders.
· Estimate the costs associated with pursuing any of the prioritized funding opportunities, and
· Propose a plan of action for pursuing the prioritized opportunities.
The consultant will explore the following questions:
1. What are the non-traditional and private sector fundraising opportunities (including private philanthropy) in Ghana?
2. Who are the potential private philanthropists and organizations, and what incentives will attract them to the health sector, specifically FP/RH?
3. What are the possible enablers/facilitators and barriers/demotivators for private sector fundraising?
4. What communication strategy or messaging will best resonate with the potential funders and spur them to action?
5. What are the costs for pursuing any of the prioritized funding opportunities?
6. What partnership and coordination mechanism will resonate with prospective sources and facilitate accountability and trust?
7. What roles should key stakeholders play in this fundraising effort (government, civil society, media, etc.)?
8. How should the fundraising platform be structured, including which organization is best suited to manage the funds, and what should be the governance structure?
9. What are the preconditions and requirements for implementing a successful fundraising campaign?
4. Deliverables
The expected deliverables for the consultant include the following:
· Inception report which includes the methodology and tools for conducting the analysis
· A comprehensive report addressing the key questions outlined above.
· Actionable insights and recommendations for an innovative fundraising strategy linked with the government of Ghana’s priorities.
The assignment will be conducted in consultation with the Ghana Health Services (GHS), FP stakeholders in Ghana, and the PROPEL Health technical team. The selection of individuals from this grouping may constitute a “task force” for the purpose of resource mobilization for the FP program. The analysis is expected to draw lessons and best practices from other relevant contexts.
Level of Effort
The level of effort for this consultancy is estimated to be a maximum of 40 working days and should be completed within 3 Months from the date of signing a contract. The timelines are as follows:

Payments will be deliverable based and tied to activities #1, 3 and 5 above.
6. Contract Type
This consultancy will be a deliverable-based contract. Acceptance and approval of the deliverables will be determined by the PROPEL Health Ghana Project Director.
Required Qualifications:
The applicant can be a local or international consultant. However, international consultants must be able to document their knowledge and experience in conducting similar assignment in Ghana preferably in the health sector (Note that the PROPEL Health Project will not pay for international travels). Applications will be evaluated based on their technical capacity and price.

5 Price (financial proposal) 20%
All proposals received will be reviewed based on the above evaluation criteria. Negotiations will be held with the candidate that scores the highest number of points.
The application proposal should include:
1. A description of how the tasks of the assignments will be successfully accomplished.
2. A description of the applicant’s relevant capacity and past performance, which should include a description of at least three recent similar work undertaken, accompanied by client references who may be contacted. The name, position and contact details should be included for each reference.
3. The qualifications of the applicant which should include an updated CV of the consultant of no more than 4 pages and copies of academic credentials.
4. Understanding/familiarity of the Ghana health system and FP/RH landscape which includes a 1-page maximum description of the applicant’s past involvement or support to the country’s health system.
5. Cost Proposal detailing the price per deliverable, inclusive of all logistical costs e.g., transportation, accommodation, data collection and printing costs. The price should include applicable taxes.
8. Required Qualifications
The consultant must meet the following minimum requirements:
· Master’s or PhD degree in health economics, public health, marketing, business administration, economics, finance, health policy, health financing or related degree, with proven experience within the Ghana health sector
· Demonstrable experience in conducting market analysis.
· Knowledgeable of the FP/RH landscape of Ghana
· Expertise in engaging with diverse stakeholders, including government bodies, private sector entities, and philanthropists.
· Good communication and diplomacy skills, and Fluent in English
· Familiarity with West Africa’s fundraising landscape.
· Experience in social marketing will be an advantage.
