Deliverables
The selected Consultant will work under the supervision of the Coordinator for Health Law and Ethics Unit and will support the following activities:
- Contribute to technical support on the finalization of a Health Services Bill for Solomon Islands and a Public health Bill and Health Committees Bill for Vanuatu, including addressing stakeholder input provided in consultation.
- Contribute to technical support on the development of materials for parliament and in support of implementation.
Output 1: Technical support for legislative drafting.
Deliverable 1.1: Prepare Bills, based on drafting instructions prepared by WHO and endorsed by the Ministry of Health and in coordination with other stakeholders such as Attorney Generals Department.
Deliverable 1.2: Attend meetings and briefings as necessary.
Deliverable 1.3: Provide technical support on legislative drafting activities in other areas.
Qualifications, experience, skills and languages
Educational Qualifications
Essential: Master of Laws (LLM)
Desirable: Post-graduate qualification in public policy and/or public health an advantage.
Experience
Essential: Minimum 11 years’ relevant experience in legislative drafting, including primary legislation, in a common law jurisdiction.
Desirable: Experience drafting legislation in the Pacific is highly desirable.
Skills/Knowledge
Essential: Ability to draft high quality and plain language legislation.
Ability to work with and build the capacity of other legislative drafters.
Languages and level required
Expert in written and spoken English
