URC is implementing the DHAPP-funded “Umbufto Lophilile Ngulonqoba iHIV”: HIV Epidemic Control for a Healthy Military Project with an overall goal to support the Government of the Kingdom of Eswatini (GKoE) to reduce the number of new HIV infections and other STIs among members of the Umbutfo Eswatini Defense Force (UEDF), their families, and the civilian communities served by the UEDF health services in Eswatini to support the 5 project objectives: a) HIV prevention interventions; b) HIV testing services; c) HIV/AIDS care and treatment; d) HIV clinical monitoring systems, and e) institutional capacity building.

RESPONSIBILITIES
The MEL Manager will serve as key technical expert and liaison for strategic information activities, strengthening and capacitating military staff and other stakeholders’ abilities to collect, monitor, document and analyze information on health service performance and quality of care. The MEL Manager will ensure that state-of-the-art standards are met while documenting results, best practices, and data products. The MEL Manager will interface with staff to collaboratively provide technical assistance and/or develop realistic and technically sound MEL content for the project. He/she will provide technical leadership and oversight for the Project M&E team.

Specific responsibilities include:

  • Support field-based project staff in the ongoing strengthening of project overall MEL systems, including indicator monitoring and adaptation, data collection, data analysis, and reporting;
  • Support quarterly data audits, review and reflection meetings;
  • Assume primary responsibility for establishing and maintaining systems to measure, compile, analyze and report activity data at all levels and across levels; ensuring that all activity interventions are designed with M&E plans and activities;
  • Take the lead in the roll-out and utilization and maintenance of the military customized EMR/CMIS;
  • Provide TA and support to the UEDFon M&E systems including the tracking of Sero and Behavioral Epidemiological Risk Survey (SABERS) dashboard indicators and coordinate any project related implementation science and operational research;
  • Establish and implement program M&E system to monitor progress, impacts and successes, ensuring data quality and compliance with DoD requirements;
  • In coordination with the Program and Technical Directors provide regular activity reports to DoD and develop special reports as needed;
  • Produce analysis of program data, abstracts and documentation of best practices papers, success stories and newsletters;
  • Responsible for convening data review forums and adaptation of tools to measure the impact of the project and capture relevant outcomes;
  • Assist with designing interventions that build the capacity to buttress data collection, use and analysis of data and statistics to guide quality improvement plans;
  • Other tasks consistent with the nature of this position including supporting onboarding of staff working closely with the human resource office;
  • As needed, attend, and represent the organization in various events, seminars, and functions.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Familiarity with DoD and the Eswatini health and HIV response;
  • Experience with PEPFAR-funded programs and indicators;
  • Proven track record with international program evaluation design, data collection, management, and analysis;
  • Understanding of current M&E trends, data collection, management, and analysis systems and technologies in a development organization;
  • Self-motivated, able to work without close supervision;
  • Excellent organizational skills, keen attention to detail, and flexibility and ability to work under pressure and on a tight schedule;
  • Ability to work effectively in a diverse, multicultural team environment;
  • Advanced skills in Microsoft Office, knowledge of DC2, DATIM and CMIS is a plus.
QUALIFICATIONS
  • Master’s degree or higher in public health, social sciences, statistics, or related field;
  • At least 8 years of progressively responsible experience in monitoring, evaluation, and learning in global health;
  • Knowledge of Microsoft Office applications, and statistical software packages e.g. Stata, SPSS and Epi Info;
  • Technical experience with PEPFAR indicators, evaluation methods and standards are required;
  • Proven experience in knowledge management;
  • Exceptional English language writing skills and a minimum of intermediate siSwati language proficiency are required;
  • Commitment to upholding URC’s values.
