The Head of Mission represents INTERSOS in the country and acts on behalf of the Director General, leading the organization’s response, including strategy design, resource planning, programme management and implementation.
Main responsibilities and tasks
Strategy and Vision:
* Responsible for monitoring and analyzing the political and humanitarian situation in the country and surrounding countries through established contacts and by carrying out exploratory missions in order to identify potential areas of intervention. Design, propose, elaborate and develop new intervention strategies in accordance with INTERSOS values and principles.
* Explore and present funding opportunities that integrate initiatives and impact communities.
* For communities; support and lead fundraising activities with institutional and private donors.
* Monitor donor priorities and intervention strategies in the country. Ensure strict compliance with INTERSOS and donor procedures.
* Supervise the development and implementation of projects and programs and, through periodic visits to the intervention areas, evaluate their evolution and quality according to internal and external standards and requirements, final results and achievements in order to ensure that the technical and ethical standards of the organization are respected and that the objectives are achieved.
* Give green light to project proposals and emergency responses for submission to headquarters for approval. Assess potential emergency responses in the country and lead the development of additional programmes based on the results of the review and assessment.
* Lead the detailed national strategy planning process and establish priorities for actions and resources to achieve program objectives.
Representation and Advocacy:
* Represent the organization and manage relations with the authorities, ensuring the smooth and rapid implementation of planned interventions and preserving impartiality and independence.
* Monitor, guarantee and control the government recognition procedures of the organization in compliance with the formalities of the host country.
* Maintain productive communication with donors and ensure that assessed needs are communicated to impact donor priorities.
Represent INTERSOS in relevant forums.
Personnel management:
* Ensure that the coordination team is effective, mutually supportive and adequately involved in key decision-making processes.
* In coordination with the Human Resources Coordinator, guide and supervise the performance process of international and national staff.
* Ensure compliance with the organization’s values, the code of ethics, the organization’s management and control model and INTERSOS procedures.
* Maintain high ethical standards, promote teamwork and ensure a productive work environment.
* Empower staff to achieve organizational goals and work as part of a high-performing, cooperative team.
Finance, Logistics and Procurement:
* In collaboration with the Financial Coordinator, define and oversee the overall financial management of the mission, striving to achieve financial sustainability, and assume responsibility for the management of mission funds (NGO budget).
* Ensure that allocated resources are managed efficiently and transparently.
* In collaboration with the Logistics and Procurement Coordinator, ensure that necessary and efficient procurement services and processes are in place.
Safety and Security:
* Assume final responsibility for security, including the development and validation of the country security plan and ensuring compliance with procedures, monitoring of evolving contexts, analysis and formulation of recommendations.
* Interact regularly with the regional office and the security advisor on security issues.
* Take final responsibility for any decisions regarding security in the country.
Accountability and quality control:
* In collaboration with the monitoring and evaluation team, produce and submit the mission’s monthly activity reports.
* Continuously evaluate the impact of the program and operations in the country, including through periodic visits to intervention areas, in collaboration with the program coordinator and MEAL.
* Ensure that all policies of the INTERSOS Safeguarding framework are respected by staff.
* In collaboration with the MEAL department, oversee the effectiveness of a complaints escalation mechanism.
* Oversee the quality and impact of the program in accordance with established strategic objectives and corresponding indicators.
* Oversee programme reporting, ensuring compliance with INTERSOS policies and procedures, donor regulations and national requirements.
Education
University degree in Project Management, International Affairs, Development, International Political Economy or other relevant field
Professional experience
Eight years of experience in management positions in humanitarian contexts
Professional requirements
-Experience with NGOs in developing countries
-Experience in managing large grants and international donors
-Experience working in an insecure environment, with responsibilities for planning, monitoring and managing security.
