Job description

To support the South Africa Sustainable Response to HIV and AIDS (SA SURE PRO) Project, which aims to strengthen local capacity to provide sustainable HIV- and TB-related care and treatment services.

The incumbents’ key responsibility is quality assurance through facility-level supervision, support visits, capacity-building South Africa, and data quality assurance, e.g. applying data-verification tools during visits to all allocated areas and cluster facilities, leaving facility management teams with an action plan to address data-quality gaps, and continued monitoring of these facility-level data-quality improvement plans.

KEY RESPONSIBILITIES:

  • Design, implement and execute plans for improving data quality in the designated sub- district, including data-quality assessments and resulting action plans
  • Define Health Information training needs within the sub-district and provide routine feedback of data to all facilities every quarter
  • Participate in and lead discussions in sub-district fora regarding trends seen in data per facility, disease-burden profiles, and indicators of poor or above-average service delivery
  • Assist in the development and implementation of guidelines, training programmes and training materials for quality improvement in project data and information
  • Build and maintain partnerships with all stakeholders, District Departments of Health, community bodies and civil society groups
  • Provide input to optimise the monitoring and evaluation (M&E) of the project and ensure its application within the sub-district
  • Ensure accurate and timeous development and submission of all reports required by different stakeholders
  • Supervise the project’s Roving Data Capturers to ensure that TIER.Net integrated systems are implemented and up-to-date.

REQUIREMENTS:

Qualifications

  • An appropriate undergraduate degree or equivalent in a health-related and/or data management-related field
  • Formal training in Monitoring and Evaluation (advanced certificate in M&E, a stand-alone M&E qualification, or a Postgraduate Diploma in Public Health)
  • An appropriate postgraduate qualification would be an advantage
  • Formal training and/or proven knowledge of the South African National Health Information Systems, e.g. TIER.Net, WebDHIS, Health Patient Registration System (HPRS), and/or Synchronised National Communication in Health (SyNCH)
  • Project management training and experience would be an advantage.

Experience and competencies

  • At least three years’ M&E operational experience in Health-related programme (data collection, quality assurance, collation, consolidation, verification, analysis and reporting)
  • At least three years’ Health Management Information System (HMIS) experience (e.g. TIER.Net, WebDHIS, HPRS, and/or SyNCH) – as required for this role
  • Demonstrable data-management skills and experience
  • Proven ability in delivering presentations and facilitating training workshops
  • At least one year of experience in supervising designations of M&E staff at facility and sub-district level
  • Proven M&E or research experience is essential
  • Previous work experience with non-government organisations, the public health sector, or PEPFAR-funded programmes would be an advantage
  • A good understanding of South Africa’s public health system, including the national and provincial policies, management and health information systems and structures
  • Excellent administrative and organisational skills
  • Strong time-management skills, and the ability to work under pressure and meet deadlines
  • Good facilitation and communication skills
  • Sensitivity to cultural differences as well as political, confidential and ethical issues pertaining to patient information
  • A valid driver’s licence is essential.
