The consultant will undertake the following tasks:
Conduct a thorough review of existing GCF guidelines, policies, and relevant documentation.
Analyze current practices and challenges faced by the CRGE Facility and other stakeholders in preparing GCF proposals.
Engage with key stakeholders, including the CRGE Facility team, MoF, and regional bureaus, to gather insights and inputs for the handbook.
Develop a comprehensive GCF Handbook that covers:
Overview of the GCF, its structure, its objectives policies and funding windows.
Detailed guidelines on the GCF accreditation process.
Step-by-step guidance on preparing GCF project proposals, including concept notes and full proposals including concept notes, feasibility studies, gender analysis, environmental and social safeguards, and financial assessments.
Detailed sections on financial analysis, budgeting, and economic assessment.
Guidelines for conducting environmental and social safeguards assessments.
Procedures for stakeholder consultations and engagement.
Compliance requirements for gender analysis and action plans.
Monitoring, reporting, and verification (MRV) processes.
Grievance redress mechanisms and communication protocols.
Compliance requirements, including fiduciary standards, environmental and social safeguards, and gender policies.
Reporting, monitoring, and evaluation guidelines for GCF-funded projects.
Include templates, checklists, and examples of successful GCF proposals and related documents.
Ensure the handbook is user-friendly, with clear language and practical guidance.
Training modules based on the handbook content.
Organize and conduct training sessions for the CRGE Facility team, MoF staff, and other stakeholders on using the handbook.
Provide ongoing support and mentorship to ensure the effective use of the handbook.
Present the draft handbook to key stakeholders for feedback.
Incorporate feedback and finalize the handbook.
Ensure the handbook is available in both digital and print formats.
DELIVERABLES AND PAYMENT SCHEDULE
- Draft GCF Handbook.
- Final GCF Handbook, including all templates, checklists, and examples.
- Training modules based on the handbook.
- Training session reports and participant feedback.
The consultancy will be for a period of 4 months, starting from August 2024. The consultant will be based in Addis Ababa, Ethiopia, with possible travel to regional states as required. The time allocation for each deliverable is presented in the below table.
EXPERTISE REQUIRED
- Advanced degree in Forestry, Economics, Environmental science, Finance and Accounting, Law, public administration, or related fields.
- At least 10 years of experience in climate finance, climate change project management, and capacity building.
- Proven experience in developing handbooks, guidelines, or similar documents, preferably related to climate finance.
- Strong knowledge of GCF processes, policies, and guidelines.
- Excellent communication, training, and report-writing skills.
- Ability to work collaboratively with government officials, international organizations, and other stakeholders.
ADMINISTRATIVE INFORMATION
Logistical support
The GGGI shall provide transportation and pay DSA for the consultant during authorized travels to the regional states for data gathering and attending workshops.
Confidentiality and proprietary interests
The consultant shall not, neither during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy or the Government without prior written consent. This assignment will be administrated by GGGI and all relevant GGGI rules, policies and procedures will apply.
Evaluation Criteria
Upon the advertisement of the Procurement Notice, qualified Individual consultant is expected to submit both the Technical and Financial Proposals. Accordingly, the consultant will be evaluated based on Cumulative Analysis as per the following conditions:
Responsive/compliant/acceptable as per the Instruction to Bidders (ITB) of the Standard Bid Document (SBD), and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals are:
Technical Criteria weight is 70%
Financial Criteria weight is 30%
