Key Responsibilities:

  • Coordinate with the Chief of Party in management of the technical components, providing programmatic leadership and oversight of the strategic planning of activities in support of the project goals and objectives, including determination of project priorities and appropriate technical initiatives.
  • Supervise the technical team to carry out activities in accordance with the work plan and timelines for deliverables, ensuring program activities maximize project objectives.
  • Work collaboratively with the MEL team and lead quality and timely reporting in line with donor requirements according to the contract/award agreement.
  • Ensure results-oriented technical components and evaluate program effectiveness, determining corrective action as needed to improve goal achievement.
  • Supervise program staff and build staff capacity through on-the-job training and mentoring, in consultation with the COP.
  • Provide oversight of implementing partners, fostering a positive and collaborative working environment inclusive of both local and international partner organizations towards program objectives.
  • Ensure strong working relationships with implementing and technical partners, the Ministry of Health, and USAID.
  • Support development and monitoring of technical work plans and budget.
  • Identify lessons learned and best practices for external dissemination.
  • Ensure programmatic compliance with USAID rules and regulations.
  • Work closely with HQ staff to ensure effective, timely, and coordinated project implementation.
  • Alongside the MEL Director, ensure visibility of program results, achievements, and lessons learned through presentations at conferences and workshops and/or by publishing articles in professional journals.
  • In coordination with the COP, represent the project in public and professional circles and during donor and other high-level visits (especially by USG and private agencies), through meetings, conferences, and presentations; support written correspondence to the donor as needed.
  • Perform other duties, as required.

Qualifications:

  • Master’s degree in public health, health policy, international development, or related area.
  • Technical expertise in HIV prevention, care and treatment as well as Key populations (KP) HIV services
  • Minimum of 7 years of progressively responsive experience in a senior role managing large and complex health programs of similar scope and dollar value.
  • Experience in South Sudan or a similar context required.
  • At least 5 years of prior experience as Deputy COP or equivalent (preferably on a USAID-funded project) is required.
  • Strong awareness of USAID cooperative agreements, and the related policies, procedures, and regulations; deep understanding of USG federal compliance requirements and evidence of experience in their application.
  • Experience in fragile, and/or humanitarian settings.
  • Knowledge of South Sudan’s, USAID’s and PEPFAR’s HIV initiatives, as well as country-driven activities and priorities.
  • Demonstrated experience successfully leading and managing multi-disciplinary teams to achieve successful project implementation, financial management, and reporting.
  • Experience overseeing sub-awardees to achieve project results.
  • Experience collaborating and coordinating with local and national host government agencies and aligning program activities and results with national strategies.
  • Excellent diplomacy skills and proven ability to work collaboratively with government, donors, the private sector, and community organizations to advance health objectives.
  • Excellent team management, interpersonal, communication, and negotiation skills. Ability to direct and manage change and inspire teamwork and high performing teams.
  • Advanced cross-cultural sensitivity, including experience working and communicating with professional and support staff in a multicultural, multi-linguistic environment; ability to promote an atmosphere of trust and mutual respect.
  • Excellent interpersonal, writing, and English language oral presentation skills. Working knowledge of local South Sudanese languages is a plus.
  • Willingness and ability to travel to project sites throughout South Sudan
