The AFENET Country Projects team lead position will strengthen AFENET operations in the
country with focus on Health Systems Strengthening particularly; Workforce Development
(FETP), Vaccine preventable Diseases, strengthening Laboratory services, Disease control
(Malaria, HIV & TB) services improvement, Health Information System improvement
coordinating with his team through partner engagements and resource mobilization. S/he will
ensure sustained strong linkages and coordination with the Ministry of Health leadership, the
National One Health partners, South Sudan AIDS commission, US CDC and other USG agencies
such as USAID, US Department of Defense and US Department of State, PEPFAR implementing
partners, Global Fund, UN Agencies like WHO, UNICEF, UNDP country offices, UNAIDS, civil
society, and community-based organizations among other stakeholders at the national, state, and
county levels. S/he will represent AFENET and provide leadership to all projects and staff in South
Sudan.
Major duties and responsibilities:
• Develop and maintain a comprehensive database of all health development partners and
donors in country including mapping their strategic areas of work in South Sudan to the
AFENET strategic objectives
• Serve as the in-country AFENET projects representative fostering collaborations with
leadership of Ministry of Health, health development partners, academic, national public
health institutes.
• Provide technical and strategic leadership and supervision to all AFENET technical and
administrative staff and projects in the country promoting team work and harmony.
• Provides effective oversight to all financial and administrative functions undertaken by the
country office to ensure efficient and effective and the provision of sufficient
administrative support to all projects.
• Ensure that all activities are undertaken in full compliance with AFENET`s standard
operating procedures, and donor policies and regulations, and national policies and laws.
• Spearhead documentation and dissemination through technical reports, scientific
publications, national and regional review meetings and conferences of key success and
impact of the various public health interventions.

Constantly scan for funding opportunities and collaborate with Ministry departments and other partners to lead the development of funding proposals for implementation of priority public health interventions.
• Provide direct technical support to the Ministry of Health through participation in key
technical working groups and exploring areas of collaboration with AFENET as a lead
technical implementing partner.
• Facilitate and coordinate crosscutting Public health laboratory systems strengthening
initiatives across South Sudan in collaboration with funding agencies, Ministry of Health
and other implementing partners.
• Facilitate and coordinate the development of tools and systems for the analysis,
interpretation and use of laboratory surveillance data for public health policy making and to guide decisions on allocation of public health resources
• Provide the needed capacity to develop and implement a long-term costed national
preparedness and response plan; Set technical direction and work closely with the National
Coordination Committee for Outbreak Preparedness and Control to support the
development, review, improvement and dissemination of standard operating procedures
(SOP’s) and guidelines for surveillance, ports of entry, laboratory testing, clinical
management, infection prevention and control, risk communication and community
engagement.
• Provide the needed technical support to strengthen sub-national health delivery points
(State, District Hospitals/Health Centers/ Community Health Networks);
• Support and collaborate with the Field Epidemiology and Laboratory Training Program
(FELTP), to supervise and engage FELTP residents during field placements for emergency
preparedness and response
• Any other responsibilities as assigned by the direct supervisor.
Academic Qualifications and required skills and experience
• An Epidemiologist at master’s or Doctoral-level professional degree in public health,
epidemiology, or related field with a minimum of 15years’ diverse experience in health
systems and Laboratory expertise.
• Proven experience in collaborating with Ministry of Health at all levels, PEPFAR agencies,
UN agencies and, international/local NGOs, and donors.
• A track record in project management including coordinating teams and delivering as
required on tasks and projects.
• Excellent leadership, interpersonal and communication skills, and ability to collaborate
with others as part of a multi-disciplinary team.
• Ability to think critically and analyze findings, as well as recognize emergent situations as
they arise.

Strong background in policy development,
strategic/system thinking and project implementation.
• Ability to manage resources effectively to achieve objectives.
• Having Laboratory Expertise is a MUST.
• Exceptional oral and written communication skills.
• Competent in the use of Microsoft Office suite of programs including Word (word
processing) and Excel (spreadsheets), as well as data analysis software (such as R, STATA
or SPSS
• Flexibility to work on a varied and dynamic portfolio of activities.
• Ability to work in conflict situations
• Graduate from a Field Epidemiology Training Program (FETP) in Africa within the past
10-15- years will have added advantage.
• Training in project planning and management is an added advantage.
