The purpose of the job is to provide the Ministry of Economic Planning and Development, Management and staff with Project Management, Design and construction supervision of all Engineering works, Construction works and processes — all stages, budgeting, are in place.

Position Overview

The candidate must be a Civil Structural Engineer with substantial experience in civil engineering, design, construction and installation in general, preferable with particular knowledge of the following: Civil and Industrial Buildings, Bridges and Roads, Dams construction.

Summary of Duties:

• Disign structural works i.e. steel frames, reinforced concrete works, bridges;
• Conduct soil testing to ascertain foundations design and assets concrete cubes and compaction test
• Preparation of works, supply and service contracts, defining agreements reached with consultants, contractors and private person.
• Verify justification of expenditure against physical progress on projects to ensure that stipulated technical quality and cost effectiveness of civil works is beifig maintained
• Coordinate the preparation of revision to budgets and cost estimates to ensure that structures reflect need and prices
• Site inspection, supervision of construction, report prepera-tion and setting technical standards — Quality assurance
• Drafting of terms of reference for technical consultants. Development of tender documents, evaluation of tender documents and supervision of contractors.
• Supervision of trainees from Swaziland high school/Tertiary institutions.
• Conduct site meetings, record and file minutes of site meetings
• Prepare and review payment certificates on submitted claims by Contractors
• Advice and engaging communities, constituencies on the technical aspects of ongoing projects.
• Liaise and represent Microprojects on technical matters to Swaziland Government line Ministries, Constituencies, donors and other institutions where applicable for executing projects to required standards.
• Any other relevant duties as requested by the manage-ment.

Minimum Qualifications and Experience:

• BSC degree in Civil Engineering or Bachelor of Civil Engineering,
• 5 years’ experience in relevant professional field ;
• Knowledge in contract management and water supply design and construction standard,
• Experience in Autocad, Archicad, Model Maker or Road Maker design software;
• Extensive experience in building construction field works and preparation of bills of quantities
• Driver’s license

Remuneration

• Market related remuneration commensurate to the position and qualifications.
