Position Objective
The Senior ICT Officer (Database Administration) is responsible for supporting, monitoring, tuning, and maintaining both banking system and third-party databases. The role involves deploying the bank’s databases to achieve organizational business strategic goals, ensuring efficient database operations, and safeguarding critical systems to align with the corporate strategic plan. The officer will also handle database security management to protect against threats and conduct security risk analyses to mitigate risks at minimal costs.

Key Responsibilities

1. Monitor and maintain database security on corporate, application, and other levels in collaboration with security experts.
2. Ensure the availability and integrity of databases, including referential integrity checking and multiple access schemes.
3. Extract system reports or create customized reports for helpdesk and end users.
4. Facilitate data sharing by overseeing proper key management and data dictionary maintenance.
5. Initiate, procure, and maintain database software, documents, and tools.
6. Liaise with database software and content vendors as needed.
7. Grant and revoke highest-level access rights and monitor their use.
8. Maintain database software licenses and development, test, and production environments.
9. Start and stop databases.
10. Monitor and optimize database performance and resource usage.
11. Install database software with systems programmers and network managers as required.
12. Manage database backups, replication, restorations, and big data loads.
13. Assist application programmers with database-related installations and tuning.
14. Oversee database content maintenance with application personnel.
15. Create and edit databases following change request procedures.
16. Plan for database processing, storage, and backup capacities.
17. Plan database security and integrity with security and systems experts.
18. Maintain the core banking system by correcting software errors, adapting to changes, and improving based on user needs.
19. Review and develop data models and designs with development teams.
20. Support nightly banking system processing.
21. Perform other duties as assigned by the supervisor.

Qualifications, Skills, and Experience

• Bachelor’s degree in Computer Science, Information Systems, Electronic Science & Communication, Computer Engineering, or equivalent.
• At least six years of experience in the banking industry or financial institutions.
• Expertise in database administration, design, and programming in 3rd and 4th generation languages.
• Certified Oracle database and WebLogic administration.
• Knowledge of relational database management systems.
• Proficiency in programming languages such as Java, ASP, Visual Basic, and HTTP.
• Familiarity with UNIX and Linux operating systems.
