Key accountabilities and decision ownership

  • Develop and implement strategies to ensure compliance with regulatory obligations, Government and policy standards.
  • Review existing or revised laws, regulations, guidance and other developments and advise on their impact and mitigation.
  • Monitor and proactively manage risks related to various regulatory decisions and advise senior management.
  • Create internal business awareness on relevant regulatory matters.
  • Periodically analyze and provide responses to regulator queries, inspections and audits.
  • With the LEA Director and Head, Regulatory and Dispute Resolution, set the strategic direction and priorities for regulation, policy, public affairs engagement, taking appropriate steps to protect and advance GTCL’s interests.
  • Establish and execute a public affairs plan consisting of targeted and proactive campaigns.
  • Oversee the conduct of Annual PCR and 100% closure of all identified remedial actions.
  • Ensure 100% adherence to the GTCL Code of Conduct across the business.
  • Monitor the operational and procedural performance in compliance to improve GTCL ‘s reputation, mitigate legal risks and ensure continuous engagement with other business units.
  • Manage the compliance of GTCL’s legal policies and relevant legislation to minimise legal liability, regulatory risk and brand reputational exposure.
  • Lead, manage and motivate the regulatory and external affairs compliance team through determination of the teams’ performance targets, objectives and goals.
  • Supervise the internal investigation of general compliance issues
  • Provide regular reports and updates to the Head, Regulatory and Dispute Resolution for the attention of the Director of External Affairs and Legal and senior management.
  • Be a trusted and engaged manager within the business by fostering effective relationships with key stakeholders and other contacts internally and externally.

Core competencies, knowledge and experience 

  • Understanding of regulation and legal principles
  • Understanding of public policy and strategic positioning
  • Awareness of the external environment and Government processes
  • Understanding of privacy and competition law

Must have technical /professional qualifications

  • A bachelor’s degree in business administration, LLB or related field.
  • Knowledge of telecoms industry
  • Experience of formulating public affairs framework towards strategic shift in policy.
  • Regulatory experience in a network industry
  • Experience of regulation in an African market
  • Experience of working in a multinational organization
  • Experience in managing teams to deliver on agreed KPIs
