Accountabilities:

Programmatic Management:

  • Supports management team through coordination of project resources (people), planning for deliverables, and leading meetings with multiple stakeholders.
  • Recruits, coordinates and provides oversight of technical assistance from multiple subject matter experts, including FHI 360 staff and independent consultants.
  • Ensures compliance of activities and deliverables with donor requirements and organizational policies and procedures.
  • Oversees reporting processes to ensure client requirements are met
  • Promotes and facilitates communication between assigned projects and other relevant internal and external stakeholders, including various units within the country or headquarters (HQ). Monitors and submits milestone deliverables and informs senior managers of issues.
  • Support projects knowledge management initiatives in documenting approaches and achievements.

Organizational system strengthening

  • Facilitates assessments of the NGOs internal capacities and operational systems and helps to create capacity strengthening plans based on the identified needs.
  • Supports the creation a Civil Society Organization (CSO) engagement and implementation plan.
  • Supports Capacity strengthening of the NGO in monitoring and evaluation systems, data quality assessment, and data analysis, use and reporting through the DHIS2 and DATIM platforms.

Programmatic Administration:

  • Supports the NGO to strengthen their human resource (HR) policies, systems and staff capacity, including in matters pertaining to travel management, time management, payroll, child protection and safeguarding policies, Whistleblower Policy, and an Anti-terrorism policy.
  • Facilitates training and ongoing support to the NGO staff on compliance with USAID Rules and Regulations.
  • Support the NGO to establish a sustainable records management system and develop an orientation and refresher package for the NGO staff on records management policies and procedures.
  • Facilitates support to the NGO for enhancing IT security and data protection policies, systems and behaviors.
  • May liaise with Corporate on matters concerning data integrity associated with HR systems, team finance system, etc. and other administrative matters delegated by senior project staff.

Finance Support:

  • Supports the NGO to strengthen their subaward management capacities and systems, including through facilitating orientation on the grants cycle, strengthening of subaward management policies, manuals and templates, and supporting ongoing coaching for the NGOs grants management team.
  • Supports the NGO to strengthen its procurement and assets management policy and streamline procurement policies, templates, and tools.
  • Coordinates and provides TA to NGO to strengthen financial management and reporting capacities and systems, as well as internal control procedures for financial management of USAID project.

Applied Knowledge & Skills:

  • Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Applied knowledge of key tools and methodologies in organizational capacity assessment, planning and technical assistance.
  • Ability and self-motivation to meet deadlines and deliver on committed milestones.
  • Proven leadership and management skills to oversee a team of staff and independent consultants.
  • Possesses advanced knowledge in one or more areas related to organizational strengthening.
  • Strong networking skills.
  •  Fluent written and spoken English

Education:

  • Bachelor’s Degree or its International Equivalent in area of Public Health or Social Science, Business Management, or Other Relevant Academic Field.
  • Project Management (PM) Certification preferred.

Experience:

  • Minimum of 6+ years of relevant experience with NGOs or INGOs involving program implementation and management, preferably in organizational capacity strengthening and/or in HIV/AIDS prevention and care programming.
  • Considerable experience in designing and implementing capacity development interventions across Ghana. Deep knowledge of ongoing and emerging issues in relation to capacity strengthening for local CSOs focused on total epidemic control
  • Substantive specialized experience in providing technical assistance and capacity strengthening in one or more of the project focus areas of human resources, financial management and internal controls, data utilization and monitoring, records management, cyber security, procurement systems, and USAID rules and regulations.
  • Experience in working with projects funded by US government or other international donors, and especially with PEPFAR/USAID-funded projects.
  • Previous experience building partnerships, working with donors, and managing complex relationships with stakeholders.
  • Previous experience working with key population organizations is preferred.
  • A good understanding of the state of HIV/AIDS response and the role of local civil society is essential.
