ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063. The Subregional Office for Central Africa (SRO-CA) is located in Yaoundé (Cameroon). It is headed by a Director who reports to the Deputy Executive Secretary (Programme). Its main objective is to contribute to achieving economic diversification and structural transformation for inclusive and sustainable development in an integrated Central Africa subregion with focus on economic diversification policy and reforms This position is located in the Economic Commission for Africa’s Sub-regional office for Central Africa (SRO-CA) in Yaounde, Cameroon. The Knowledge Management Officer works under the guidance and direct supervision of the Director of the Office. The incumbent works in coordination with the Knowledge Management expert at ECA Headquarters. The incumbent will be assisting in developing and supporting communities of practice, as well as promoting the Knowledge Management networks for the sub-region, with ECA headquarters-based Divisions and SRO, Leadership (Division Directors, Heads of Section/Unit and Service Line managers), and partnering Regional Economic Communities (RECs).
Responsibilities
Under the supervision of the Director of the Sub-regional Office for Central Africa, and within delegated authority the incumbent of the post will be responsible for the following functions:
1. Managing the delivery of the community’s products and services, such as Consolidated Replies, e-Discussions, Off-Line Query Support, Division and SRO News Updates, Workspaces as well as knowledge sharing and networking agenda setting.
2. Set knowledge data bases on the development of countries in the sub-region and develops products and network services related to the themes addressed by the publications of the Office, including country profiles, ensuring business intelligence and conducting technical research to answer all queries. Moderate e-discussions, and prepare network products and services including: substantive research for consolidated replies to network queries; respond off-line to network queries; prepares summaries of e-discussions; drafting Network News Updates.
3. Liaise with external partners to identify the appropriate advisors/contacts to respond to Network queries.
4. Maintain the knowledge networks workspace through updating with relevant documents, news and web links. Liaise with knowledge networks Group specialists and Community members to identify new content.
5. Monitor and maintain network member lists and performance indicators; report on knowledge networks performance and network utilization.
6. Provides direct technical backstopping and substantive support in the relevant thematic area to SROs and Regional Economic Programmes, and may include project and programme identification, formulation, monitoring and evaluation.
7. Develop and sustain liaison with key professionals and experts within the RECs and member States, and with other stakeholders (Research centers, Medias, civil society);
8. Monitor and Manage e-discussions within the Communities of Practice, as well as preparing and disseminating the consolidated replies.
9. Prepare periodic reports on the progress of Communities of Practice and Knowledge Networks related projects and activities.
10. Assist SRO Director in all matters related to the creation, sharing, and dissemination of knowledge. 11. Ensures, with the SRO-CA Director, full consistency between the communication strategy and knowledge management and sharing strategy.
Education
Advanced University degree (Masters Degree or equivalent) in ICT, Information Management, Economics, Social Science, Business Administration or a related field is required. A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree.
A minimum of 7 years of progressively responsible experience in implementation of information systems, science and technology, business development and partnership management in harnessing ICT and a minimum of 5 years in formulating strategies for information systems implementation in large scale organization is required. Experience in applying information technology to the implementation of knowledge management and knowledge sharing strategies is required. Expert knowledge of development issues and socio-economic policies in the region is required. Experience in the sub-regional level on issues of concern is desirable. Experience in communication is desirable..
Languages
English and French are the working language of the UN Secretariat. For the position advertised, fluency in English or French is required; knowledge of the other is desirable. Working Knowledge of another UN official language is an advantage
