Job description

To lead and manage dedicated sourcing activities for Indirects and Commercial Categories and responsible for the implementation of all strategic sourcing strategies, execution of tender processes, facilitating evaluation procedures and initiate and conclude suppler contracts.  This involves managing significant business critical sourcing events that require effective management to ensure quality and timely delivery of services, goods and related Business Servicesinfrastructure requirements to business. Specialised knowledge is requirement to manage the Business Servicesstrategic sourcing processes and derive value for money during the sourcing, contracting and supplier relationship management lifecycle.
The position must develop tactical and operational sourcing plans, execute and support sourcing specialists in executing business demands efficiently and cost effectively. Operationally ensure suppliers and partners are sourced in complaint with relevant legislation and MTN SA policies, processes and procedures.  Engagement between business stakeholders and suppliers is crucial component of this role.

Responsibilities

Financial Perspective (25%)

•Support the Shareholder return strategy by developing and implementing Processes that are aligned to achieving elements on the business score card. (I.e. Global and Local Category Savings, improve B-BBEE spend to targeted groups, working capital improvement through effective demand planning and management, sourcing strategies and contract management).
•Effective utilization of resource capacity for the Requistion-to-Order Operations based on requisition demands and shift resource capacity to other areas to support the Procurement function as and when required to ensure effective utilization of resource capacity  and function and regularly monitor resources of the unit ensuring they are allocated and utilized in a cost effective and financially disciplined manner and in line with budget provisions
•Lead the review of Business Processes (headcount, process optimisation etc.), to drive efficiency gains to ensure at least 5% reduction in Divisional budget year-on-year.
•Participate in Contract negotiations to reduce cost and drive MTN SA Value Creation Philosophy.

Customer Perspective (25%)

•Serve MTN SA’s internal customers and provide solutions to improve the customer experience.
•Partner with MTN SA’s Ecosystem Partners to deliver business value.

Internal Perspective (25%)

•Oversee the development of the MTN Category Sourcing framework and practices in guidance with Sourcing Lead and the Procurement Excellence Lead
•Oversee the end to end preparation and execution of RfX within boundaries and targets set by respective Principal strategic cate gory (goods / services package, RfX type and approach, MTN requirements, list of suppliers, alternatives to negotiated
•For the respective RFx ensure completeness of documentation, scores of shortlisted suppliers, compliance with DoA with respect to scoring and changes / amendments if any are made in accordance with the policy / procedures
•Oversee the end to end preparation and execution of RfX within boundaries and targets set by Business Servicesstrategic category (goods / services package, RfX type and approach, MTN requirements, list of suppliers, alternatives to negotiated
•Drive the negotiation & determination of optimal suppliers to award the respective contracts basis the defined boundaries and targets set for the RFX in alignment with respective strategic category
•Ensure effective cost management through challenging supplier pricing where appropriate and improve on system costs
•Oversee the preparation of SOW and Business Requirements in guidance with the respective Business ServicesStrategic Category and other relevant business stakeholders for any approved Initiatives. Follow up with business stakeholders to revise / edit the SoW in case of discrepancies
•Manage business unit stakeholders relationships and provide direction to sourcing specialist(s) involved in sourcing and contracting process
•Support and advise cross-functional sourcing team for RFx process
•Review relevant demand requirements, spend (historical/forecast) and market analysis and sourcing strategies and identify opportunities for improvement
•Identify the levers for minimizing the Total Cost of Ownership for the relevant category. For ex: (Effective payment terms, streamlined specifications, SLA Management etc.)
•Facilitate and develop and implement Negotiation Strategy and facilitate the negotiation process with key negotiators
•Allocate responsibilities/categories of sourcing to the team members.
•Ensure accountability of all tender and related procurement related activities
•Submit relevant documentation for Adjudication Committee for approval
•Manage, coach and lead the team of sourcing specialists

Internal Perspective (25%)  continued

•Complete award/rejection notices to bidders and initiate contract management procedures
•Manage the Supplier Relationship Management process for Business Servicesto ensure robust engagement with suppliers (including performance and risk management) throughout the contract lifecycle
• Drive continuous improvement in the tender turnaround time of sourcing process to ensure on-time delivery and quality standards are met and implement improvement measures
•Manage reporting requirements of Category Management opportunities, initiatives and outcomes
•Manage the end to end preparation and execution of RfX within boundaries and targets set by Business Servicesstrategic category (goods / services package, RfX type and approach, MTN requirements, list of suppliers, alternatives to negotiated
•Assist in negotiation & determination of optimal suppliers to award the respective contracts basis the defined boundaries and targets set for the RFX in alignment with Business Servicesstrategic category.
•Drive implementation of specific outcome based initiatives and drive them in sprints to support the category strategy and define clear quantification of the cost and non cost benefits that these initiatives will achieve.
•Perform internal and external benchmarking, comparing procurement practices focusing on at costs, quality, operating processes s, and other metrics throughout the organization, across regions, business units and competitors
•Analyze current suppliers for Business Servicescategory services to develop an understanding of where the business unit fits into each supplier’s portfolio and thus what sort of leverage for negotiation exists.
•As part of the sourcing process, collaborate within the cross functional team to define contractual obligations (duration, expiry, and time since last bid ), the length of supplier relationships, conduct evaluation of supplier performance versus business needs, and the evolution of the supply base over time
•Segment the supply market by region and product type, to understand the key business drivers behind price development, and analyzing the relevant market economics, as well as suppliers’ cost structures
•Stay up to date with Telecoms Industry Standards, with specific focus on Business Servicesand industry, best in class developments
•Ensure B-BBEE, Preferential Procurement , ESG strategies are included in the sourcing requirements as far as is possible

People (Learning & Growth) Perspective (25%)

•Contribute to a high performing team by sharing knowledge, training and development in subject matter expertise.
•Ensure open communication channels with team members, contribute and participate in change management interventions where necessary.
•Aim to achieve and meet KPIs and ensure regular performance feedback is received and performance related perspectives is provided to Performance Manager that will enhance performance standards.
•Continuously seek self-professional development to hone skills and capabilities in a versatile and evolving digital landscape.
•Track and self-evaluate performance and identify training and development requirements and opportunities to continuously improve stakeholder collaboration, quality of work and productivity.
•Training end-users and stakeholder groups to ensure business understands and remedies any end-user issues that impact the Source to Contract process.
•Ensure that all knowledge requirements relating to Procurement, Industry Standards, Regulatory requirements are kept up to date including B-BBEE and Preferential Procurement

Qualifications

Education:
Bachelor’s degree in Supply Chain/Procurement is preferred, or Indirects, Platforms & Partnerships, Business Administration, Commerce, Engineering, Economics, Operations or similar
•Honour’s degree and/or equivalent (advantageous)
•Relevant professional qualification e.g. CIPS Level 5, MCIPS preferred or SAPICS equivalent
Experience:
•7-11 years relevant working experience
•3 -5 years’ experience in either as a purchasing officer/purchasing agent/category buyer and/or similar procurement related role
•Experience in building sourcing calendars and vendor
•sourcing practices (researching, evaluating and liaising with vendors)
•Proper understanding of the Indirects and Commercial devices, connected homes  categories vendors and pricing strategies prevalent in the market.
•Understanding of emerging telecom/ supply chain practices and trends
•Experience working in a medium to large organization, managing category sourcing
•Experience in SAP, ARIBA, or a major ERP System(s) (Preferably)
