the USAID/Liberia Land Management Activity is the effective and inclusive management of communal land through land tenure processes. Its aim is to support Liberian communities in obtaining deeds to their customary land per the 2018 Land Rights Act (LRA) and support the improved use of customary land for sustainable, equitable economic benefit. In doing so, the activity will ensure the adherence to standard land governance principles such as gender empowerment, access to justice, equal participation, tenure security, and productive land use.

DUTIES & RESPONSIBILITIES

Under the overall management of the Senior Operations and Grants Manager, the Accountant will:

Financial Management

  • Establish and maintain finance systems according to company and client standards.
  • Review day-to-day expenditures; for payment requests or advance clearance transactions, ensure the supporting documents meet the standards of internal and external finance.
  • Act as the secondary contact of the Project with the tax department.
  • Prepare accounting vouchers and payments.
  • Provide orientation to stakeholders about the payment procedures, and other general financial regulations, programmatic financial forms, etc. when needed.
  • Plan, implement, maintain, and evaluate the project’s internal financial and accounting controls to ensure prevention and detection of fraud and errors.
  • Manage procurement consistent with all relevant rules and regulations.
  • Track financial and administrative performance of subcontractors and maintain a clearly documented audit trail.
  • Ensure timely and accurate processing of transactions, conforming to established accounting standards, Company policies and donor regulations.
  • Prepare and monitor cash flow, advance requests, reconciliations, and Field Office inputs to monthly project invoices.
  • Serve as the liaison with HO’s accounting, finance, and HR staff as needed.
  • Oversee financial audits of the program. Respond to and implement audit inquiries, findings, recommendations, and observations.
  • Maintain close and ongoing communications with the project’s banking institution to ensure accounts and transactions are regularly monitored and balances verified.
  • Managing Mobile Money platforms
  • Oversee the project petty cash account.

Procurement and Operations

  • Support procurement and operations tasks as needed.

Grants Management Support

  • Support grants management and compliance function, as needed, including tasks such as:
  • Review grantee payment requests, ensuring compliance with grant agreements and USAID regulations.

The Accountant will be based in Monrovia and will be expected to travel to other locations in Liberia, as needed, to execute the above duties and responsibilities.

MINIMUM REQUIREMENTS

  • Bachelor’s degree in management, administration, finance, accounting, or related field;
  • At least five years of experience in project administration, event management, financial management, accounting, grants programming or related areas;
  • Experience and familiarity with QuickBooks;
  • High ethical standards;
  • Knowledge and skills in the Microsoft Office Suite of products;
  • Strong organizational skills and attention to detail;
  • Demonstrated professional oral and writing skills in English; and
  • Liberian citizenship or ability to work in Liberia required
