After nearly 4 years in operation, the Collective Service will implement the next phase of the collaborative initiative, including the strategy, vision, and structure for the continued delivery of coordinated RCCE at country, regional, and global levels.
To support the new phase of the initiative, the Fundraising and Advocacy Advisor will:
Develop and implement a resource mobilization strategy and plan that will support the transition and implementation of the new strategy.
Manage and, where possible, grow existing donor relationships in support of the new strategy and phase.
Support the Global Coordinator in the transition to the new phase of the initiative via internal and external advocacy and communications, including support with policy when needed.
Ensure the availability of evidence via the Evidence Tracking Framework to show the impact of the Collective Service / interagency initiative in order to increase visibility and support from partners and donors for the delivery of coordinated RCCE.
The framework aims to conceptualize and document, with data and case studies, the contribution and added value of collective approaches to Risk Communication and Community Engagement (RCCE) and Socio-Behavioral Change (SBC) at national, regional, and global levels for the COVID-19 response and future health emergencies. It aims to establish the parameters, operational indicators, and overall monitoring and evaluation measurement approach through which the Collective Service will capture the positive change and contribution of its work.
This will include assessing the value of the commitment of core agencies and partners to the Collective Service and how core agencies and partners leverage the work, guidance, and tools from the Collective Service for their agency-led work. Assessing and capturing – to the extent this is possible – how individual partners of the Collective Service are leveraging this platform for improving outcomes and results of agency-specific community engagement efforts. This will enable the Collective Service to understand and show if and how it is serving as a catalyzer and accelerator of change and potentially incentivize additional RCCE and SBC actors to engage in a coordinated approach to RCCE and SBC.
The support for the implementation of the new phase of the Collective Service will run in parallel with targeted fundraising and resource mobilization efforts, as well as the ETF project to ensure the sustainability of the Collective Service.
Under the supervision of the Global Coordinator, the consultant will lead the evidence-tracking project work, while also advancing the Collective Service resource mobilization and advocacy objectives in support of the new phase, as per outputs noted below.
Job Duties and Responsibilities
The consultant will undertake the following tasks:
Resource Mobilization and Advocacy in Support of the Second Phase of the Collective Service (35%)
Develop and implement a new resource mobilization strategy that will complement and support the new phase of the coordinated interagency RCCE initiative.
Identify and garner the resources and support needed for the realization of the transition and implementation plan, including support to the Global Coordinator on advocacy and policy, as requested.
Maintain and build upon existing donor relationships in support of the new phase and delivery of a coordinated interagency RCCE initiative.
and develop relationships with new donor prospects at global and regional level to support the new strategy, vision, and structure of the coordinated interagency RCCE initiative.
Facilitate and manage bilateral outreach with a 1-3, key prospective donors targeted for 2024 engagement, including preparation for and debrief from meetings (e.g., identifying relevant participants, drafting talking points and presentations, highlighting action items, curating assets to be shared, etc.)
For identified prospective donors, the consultant will develop detailed fundraising proposals and concept notes.
a communication and advocacy plan to clearly communicate and advocate for the new strategy, vision, and structure of the initiative, and to attract internal and external support of the new strategy and vision.
Project managing the development of the Collective Service evidence-tracking framework (65%)
Support the implementation of the Evidence Tracking Framework; a key project that will gather evidence and data to show the impact of delivering coordinated RCCE across agencies. This work is key to attracting new funding and support, internally and externally for the interagency initiative. The consultant will deliver outputs identified in the approved evidence-tracking framework grant proposal, which should serve as reference for this TOR and includes outputs such as:
- Together with relevant colleagues and the evidence tracking framework service provider, ensuring a coordinated and collaborative approach with partners for the development of the evidence tracking framework, based on key activities, and as outlined, in the project proposal.
- Once the evidence tracking framework is complete, developing, in coordination with partners, a communications and advocacy plan with activities and products targeted at the audiences outlined in the project investment case, and in line with the new phase of the interagency initiative.
- Incorporating the evidence tracked using this framework into the Collective Service resource mobilization strategy with a focus on using the data to make the case for continued and future investments in the platform.
- Working closely with service providers and partners to determine needs and criteria for case studies identification and commissioning. S/he will additionally research and write case studies, in consultation with relevant stakeholders.

The IFRC RCCE Collective Service team will provide ongoing support and inputs to the consultant, as per outputs outlined above.

Monthly invoicing and payments.

130 days additional for the period January 2024 – June 2024.

- The consultant will be contracted by the IFRC and the standard contractual terms will apply.

Education
Required
- Master’s degree in relevant field, with at least 10 years of professional experience solid track record in partnerships and fundraising for humanitarian and/or public health needs.
Experience
Required
- Experience with managing and conducting multi-stakeholder fundraising processes consultations at different levels.
Preferred
- Experience with one the co-leading partners: IFRC, UNICEF or WHO.
- Experience in an international organization or NGO.
