To formulate policies and regulations on Financial Technologies (FinTechs) in Zambia in order to ensure safe, reliable and efficient payment systems. To analyse Sandbox applications in line with prescribed regulatory framework and monitor/ report on their performance.
Main Accountabilities
- Monitor developments in Financial Technology space.
- Analyze the emergence of FinTech and assess the related use cases.
- Develop and Implement FinTech regulatory policies in accordance with the Payment Systems Act, Bank of Zambia directives and other applicable regulations to ensure to ensure consistency with international best practices in adoption Fintech Policies.
- Assessment of Sandbox applications in line with the Bank of Zambia Regulatory Sandbox guidelines.
- Monitor the performance of Regulatory Sandbox participants.
- Conduct Regular surveillance on FinTech products in accordance with the provisions of the Payment Systems Act and Bank of Zambia Act to identify risks, trends in respect to FinTech products and recommend appropriate measures to address concerns.
- Undertake research on FinTech and recommend policy actions.
- Monitor the impact of new technologies and structural changes within the FinTech space to ensure safe and efficient payment systems.
- Preparation of periodic and ad-hoc economic and statistical and non-statistical analysis reports on FinTech operations incorporating own recommendations for management’s information and decision-making.
- Preparation of monthly and ad hoc reports on developments in the payment Systems.
- Undertake any other duties commensurate with the grade and level of responsibility of this post for which the post holder has the necessary experience and or training.
- Coordinate FinTech developments with the Bank of Zambia Financial Technologies and Supervisory Technologies (FinTech/SupTech) Working Group.
- Facilitate for the orderly exist of participants in the Regulatory Sandbox in order to minimise risks to consumers.
Qualifications and Experience
- BA (Accountancy, Information Technology, Economics, Banking, Finance, or Business Administration) or equivalent.
- Three (3) years’ experience in banking and payment systems in a reputable organization.
- MA, MSc, MBA an added advantage
- Grade 12 School Certificate with five (5) ‘O’ Levels (credit or better).
Key Knowledge and Attributes
- Good knowledge of local and international payment systems required.
- Robust economic, banking and finance knowledge.
- Strong analysis and writing abilities.
- Experience in banking or finance in a reputable organization.
- Must have sound knowledge and understanding of payments systems.
- Ability to work well in a team, share technical knowledge and experience.
