Job Purpose
• The objective of this assignment is to ensure timely implementation of the
• GROW project under Component 1C in accordance with the laid down guidelines and ensure the highest level of honesty, integrity and transparency in processing grant awards that are geared towards enhancing the productivity and competitiveness of the women enterprises. The selected candidate is expected to play a key role in linking the project to the ultimate beneficiaries.
Duties and Responsibilities
a) In collaboration with the Skills Development Specialist, The Business and Trade Specialist shall support the Project Coordinator- PSFU to ensure that the activities necessary to deliver Subcomponent 1C of the GROW within the scope of Business and Trade development services for women entrepreneurs are properly planned, and are executed in a manner that is efficient and compliant with the established policies, strategies and standards.
b) Identify and initiate collaborations with both Public and Private sector agencies that offer services that are critical in reducing the cost of Business and enhancing competitiveness of Women Business such as Investment promotion, Product standards and certification, Industrial Research, Export promotion, Business Registration/ Formalization
c) Support the preparation of market sounding exercise in collaboration with the WB’s procurement and technical specialists to assess the range of market capacity, capability and readiness on Business Development Services targeting women entrepreneurs.
d) Participate in the review of the proposals/applications received under subcomponent 1C, and ensure that all proposals received are well documented and filed, including preparation of all necessary documentation to enable submission to the Awards Committee; ensure accurate documentation of results and where necessary seek clarity from Project Coordinator for purposes of ensuring transparency and alignment to agree principals.
e) Identify various Innovative Business models and Value Chain interventions that can be used to empower women to create more jobs, increase income and enhance market access targeting women entrepreneurs with focus on Refugees and RHDs
f) Participate in the identification process of the pool of the service providers both nationally and internationally that will be contracted to deliver the support requested by the beneficiaries.
g) Participate in the identification of the various Business development and Trade interventions that are critical in developing and enhancing women owned businesses.
h) Ensure that there are internal linkages that ensure Women Beneficiaries under Component 1C are linked to other components of the project such as Access to finance and infrastructural services.
i) In close collaboration with the Deputy National Project Coordinator/ Project CoordinatorPSFU, consulting firms and with the Financial Management Specialist, prepare quarterly progress reports on the financial and physical implementation of Sub component 1C.
j) In partnership with other implementing team members, conduct regular, conduct regular on-site visits to a random sample of beneficiaries to assess the physical and financial implementation progress as per the expected time-schedule and plan and intermediate and final targets included in their contracts and contrast with the reports submitted by the monitoring consultants;
k) Review and analyze documentation of communications, reports (financial and logistical) in relation to the various aspects of sub component 1C;
l) Provide regular briefs in liaison with the Skills Development Specialist on the progress shown in sub component 1C to bring the Component lead up to date on activities implemented, accomplishments, problems encountered and solutions executed, with respect to Business and Trade development.
m) In collaboration with the Project Team under MGLSD, provide potential women enterprises with guidance in defining their business and trade development and expansion needs and link them to access to Finance services and also help them determine the support services that are most beneficial, practical and cost effective for their growth.
n) Participate in the competitive promotional activities for GROW project.
o) Participate in preparation of work plan and procurement plan for the sub component which will include:
i. comprehensive reviews of all sub work plans and budgets including capture of inputs required for integration in the overall sub component work plans and budgets;
ii. In collaboration with the Skills Development Specialist, ensure the overall work plan for the sub component reflects the comprehensive sub work plans including capture of inputs required in the execution of fiduciary duties of your position.
p) Perform other relevant duties as required by Project Coordinator PSFU provided that they do not contradict the conditions of the Project Operations Manual.
Minimum Qualification and Experience:
a) Master’s Degree in Business, Economics, Development Studies or related fields.
b) 8 years with practical experience offering business and trade development services to Business enterprises in a similar role, particularly women enterprises
c) Knowledge and Experience working on Value chains and innovative Business models targeting women entrepreneurs in both formal and informal sector will be an added advantage.
d) Strong and proven analytical skills to be supported by a sample of written reports.
e) Excellent computer skills including but not limited to MS Word, Excel, Project and Power Point.
f) Excellent writing and communication skills including making presentations and public speech.
g) Must have proven integrity, versatility and clean record.
