The Business Official will provide leadership in comprehensive financial management of the project and support the project compliance functions according to U.S. Government (USG)/CDC regulations and policies. They will provide leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP), GAS (Government Auditing Standards), Cost Accounting Standards (CAS) and Federal Acquisition Regulations and provide relevant fiscal information to the project executive management team at FHI 360. This position reports to the project Principal Investigator.
This position is contingent upon donor funding awarded to FHI 360, and will be based in Eswatini.
Accountabilities
- Develop financial risk management and control strategies, and review and approve recommendations for financial planning and control.
- Provide leadership and oversight for financial reporting for annual budget planning, audit reviews and assessments processes.
- Strengthen systems of reporting within MOH by providing guidance and support.
- Implement effective and efficient business processes and procedures.
- Manage internal financial audits.
- Liaise with the donor program finance and management team.
- Implement regular financial tracking reports to monitor project spend against the approved budget leading the preparation of project budgets.
- Monitor project staff LOE and advise the technical Leads/PI if time is not being charged and spent according to the approved project budget.
- Responsible for the implementation of policies, systems, identifying and addressing gaps.
- Advise project staff on USG/CDC requirements and provide training on financial management, record keeping, operational systems and policies as needed.
- Accountable for procurement procedures ensuring all required supporting documentation and approvals within agreed-upon thresholds.
- Provide strategic leadership to financial staff in a local office.
- Provide recommendations and consult with management on financial performance and enterprise risk management.
- Develop and implement process improvement plans to ensure the project financial controls and operational procedures.
Education
Bachelor’s Degree or its International Equivalent in finance administration or a similar field.
Experience and SkillsĀ
- Minimum 8+ years of professional experience providing accounting and financial management services (including 3+ years of line-management experience).
- Accounting certification (ACCA) or other similar, relevant professional qualification is required.
- Familiar with USG rules and regulations, and experience in a similar position on a USG-funded project preferred. CDC experience is a plus.
- Experience working with the public sector.
- Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
- Must be able to read, write and speak fluent English; fluent in host country language.
- Prior work in a non-governmental organization (NGO).
