ORGANIZATIONAL CONTEXT:
This Job is based at the SWAO Field Offices (Kyangwali and Isingiro) providing IDM/TEC support to the Field Offices. The Job holder typically reports to the TEC/IDM Assistant at the AO. The job holder is expected to oversee the entire Field Office beneficiary data business processes, key controls, and business requirements for registration, enrolment, verification, and the delivery of Cash Based Transfer (CBT) and in-kind assistance. Work with Country Office IDM Team and Area Office Units especially Programme, Research Assessment & Monitoring (RAM), TEC, and CBT) to ensure that accountabilities, controls
and risk mitigation actions for beneficiary identity and data management, data sharing and use, data analytics and reporting per corporate standards via appropriate tools and platforms. In addition, the Job holder will be responsible for support the reconciliation process and entry of output data into COMET.
JOB PURPOSE
To perform Quality Assurance through supporting the implementation of a robust Identity management System (IDM) at the Field Office. In addition, the job holder will do reconciliation, Partner Connect and COMET entry
Accountabilities and Responsibilities:
• Oversee and offer overall guidance at Field Office in all activities related to Beneficiary Identity Management (BIM) including the collection of beneficiary data, guiding, and advising beneficiary data collection as required to ensure quality and consistency of the data collected.
• Supervise and support all activities related to the verification, cleaning and analysis of the data collected, guiding, and advising the work of the Beneficiary Data Analyst as required.
• Liaise with Area Office to coordinate and resolve all issues related to beneficiary data management, including data sharing agreements, Field Level Agreements (FLA annexes, data privacy and data protection guidelines, privacy impact assessments etc.
• Overall responsibility of digitalization of transfers delivery to beneficiaries using SCOPE for cash-based transfers and other Programmes as needed.
• In coordination with Area Office (AO), ICT, regularly provide trainings to staff on IDM processes, data quality standards, redemptions, and reconciliations.
• Regularly extract error reports from WFP Data System (SCOPE), check data quality and analyse data for fulfilment of Programme information needs and exclusion of duplicate beneficiaries.
• Mapping, aligning, and updating SCOPE/UNHCR and National Single Registry, Administrative areas in SCOPE.

• Actively contribute to improvements in SCOPE standard operating procedures by sharing lessons learnt.
• Regularly validate captured output data for General Food Distribution, Cash Based Transfers (CBT), Maternal Child Health & Nutrition (MCHN), Supplementary Feeding Programme (SFP) monthly Cooperating Partners Distribution Reports (CPDR), Agriculture and Market Support (AMS) and Asset Creation and Livelihood (ACL) data into the WFP Database (COMET), Partner Connect and MODA.
• Enhance capacity of WFP and cooperating partners staff and other stakeholders in reports, data management in Partner Connect and WFP Systems (MODA and COMET). Mentors and trains cooperating partner staffs in data capturing using the WFP recommended reporting systems.
• Support Cooperating Partner staff to capture General Food Distribution reports (DDR), MCHN and SFP monthly progress reports into the WFP databases (Partner Connect and MODA) and verify the figures entered.
• Report on any discrepancy related to data capture during data analysis in COMET and Partner Connect or related to partner reports.
Update the Area Office Food Release Note (FRN), Cash Release Note for General Food Distribution, MCHN, SFP are created and validated in the WFP database (COMET) by the 15th of every month to ensure timely food call forward.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University Degree in computer science, Information Technology, Software Engineering, Information Systems, or related field attained from a recognized institution.
Experience: At least three years of work experience in data analysis, data product/solution development, technology focused teams from a reputable organization.
Knowledge & Skills:
• Data visualization tools such as Tableau.
• Providing technical support to Teams in other locations.
• Ability to gather, organise, and provide data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed, and technical assistance provided.
• Database Proficiency: Have deep understanding of database management systems.
• Query Optimization: Can write efficient queries and optimize existing ones to improve performance.
• Data Modelling: Have skills in designing and implementing database schemas.
• Security: Understand data security protocols and best practices to protect sensitive information.
• Scripting and Automation: Have proficiency in scripting languages to automate routine tasks.
Languages: Fluency in oral and written English, including strong writing skills
