The role provides technical guidance and support to Plan International Country Offices and Regional Hubs globally. This is done through spending time in Country Offices working with humanitarian teams, strengthening capacity, and supporting our engagement in the wider in country coordination mechanisms. The post holder represents Plan International, demonstrating a strong Cash and Voucher Assistance (CVA) capacity and positioning the Country Office for funding opportunities. At the same time the post will represent Plan International in global level coordination fora as and when needed.
Providing direct support to COs during emergencies (in real time) is the top priority for this position. It may require approximately 50% time being spent closer to the point of impact.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential
· Degree or equivalent in Cash and Voucher Assistance or related fields or appropriate work experience.
· Proven experience of design, implementation and managing CVA, in-kind and food in emergencies programmes in a range of different humanitarian crises.
· Proven experience with development of successful fundraising proposals for a range of donors.
· Demonstrated experience of key practice and guidance for CVA in emergencies
· Experience in feasibility/targeting analysis for implementation of CVA programmes.
· Extensive understanding of Social Protection, Social Safety Nets and livelihoods.
· Direct experience with and thorough knowledge of CVA programming and regulations of major donors including but not restricted to WFP, USAID, BHA, EU, DFAT, CIDA, FCDO.
· Significant knowledge of humanitarian response and humanitarian coordination mechanisms
· Fluent in English.
· Demonstrable experience in advocacy, influencing and negotiating skills, experienced in gaining commitment from a wide range of people and bringing about change.
· Able to work calmly under extreme pressure and at unpredictable hours during emergency response.
Desirable
· Experience in developing and implementing training programmes.
· Experience in other technical areas such as child protection, Education, Food Security, Livelihoods
· French, Spanish or Arabic.
