Responsibilities:
Supervised by the Leadership and Governance Director, the Community Systems Strengthening Advisor will work closely with the Ghana Health Service and other stakeholders at the regional, district, and sub-district levels to support the access to and availability of Community-based Health Planning and Services (CHPS).

Specific responsibilities include the following:

  • Work closely with regions, districts, sub-districts, and CHPS zones to build stakeholder understanding of their roles and responsibilities as outlined in the CHPS Policy and Implementation Guidelines;
  • Support CHPS development and strengthening in select districts in line with the CHPS implementation building blocks;
  • Provide technical support to enhance continuity of service delivery through strengthening of an effective referral system across various levels of care;
  • Provide technical support to strengthen inter-sectoral collaboration and linkages between districts, sub-districts, community health offices/community health nurses, community health management committees, community leaders, and community groups to plan, implement, and manage health services;
  • Perform other project related tasks as assigned.
Knowledge, Skills, and Abilities:
  • Demonstrated strong interpersonal, oral, and written communication, and presentations skills;
  • Demonstrated ability to foster teamwork and to work as a team member, including with team members working in remote locations;
  • Capacity to manage numerous tasks and report in a timely manner;
  • Familiarity with USAID administrative, management and reporting procedures, systems, and requirements;
  • Proficiency with Microsoft Office products (Word, Excel, Outlook);
  • Proficient in oral and written English language.
Qualifications:
Required Experience and Qualifications:
  • Master’s degree in public health, social sciences, or a related field;
  • At least 8 years of experience in implementing CHPS;
  • Proven ability to manage a diverse and decentralized team working in support of CHPS;
  • Proven ability to create and maintain effective working relationships with local-level government officials, stakeholders, NGOs, and implementing partners;
  • Capacity to design and manage result-oriented programs and bring conceptual innovations in the technical support provided as an expert;
  • Experience establishing and maintaining relationships with government counterparts, implementation partners, and other stakeholders;
  • Previous work experience on a USAID or other development project is desirable.
This job is open to candidates legally authorized to work in Ghana. No allowances have been budgeted for this position.
