FHI 360 is seeking for an experienced Compliance Manager for the Uganda Country Office.

Responsibilities:
• Under the supervision of the Uganda Country Representative and the Regional Finance and Administration Advisor for FHI 360’s Eastern and Southern Africa Regional Office (ESARO) in Pretoria, the Compliance Manager will support the country office and its various projects to ensure compliance with the organization and donor operations policies, regulations, and procedures, including ensuring compliance to Government of Uganda regulations and laws. The Compliance Manager will assist the country office and individual projects in maintaining and enforcing internal control procedures and obligations. The Compliance Manager will, on a routine basis, review all country office and individual project operating procedures, program implementation protocols, and all payments to assess/audit the financial transactions made to the subcontractors, grantees, and other procurements and/or delivery of goods and services to ensure that they adhere to organizational and donor policies.

Specific responsibilities:
• Identify and assess areas of significant business risk, and work with project teams and backstop teams to develop and implement risk mitigation plans.
• Implement best audit and business practices in line with applicable internal audit functions.
• Manage resources and audit / financial review assignments.
• Identify and mitigate all business and financial risks through effective implementation and monitoring of controls.
• Develop, implement, and maintain internal audit policies and procedures in accordance with local and international best practices.
• Work with Monitoring and Evaluation teams for various projects to perform random checks for field activities to ensure that they adhere to the required /set compliance standards.
• Work with ESARO and HQ Office of Compliance and Internal Audit (OCIA) teams to conduct ad hoc investigations into identified or reported risks, in tandem with Donor recommendations as may be applicable.
• Ensure complete, accurate and timely audit information is reported to the respective project Directors/Chiefs of Party and the HQ-based OCIA
• Overall supervision of planned external and internal annual audits and fraud risk assessments
• Perform any other compliance duties as required.

Required Experience & Qualifications
• Minimum Degree in Internal Auditing, Accountancy, Business Administration, Finance, or related field from a recognized university
• ACCA or CPA qualification is required.
• At least eight years of experience in professional accounting, compliance, risk management and audit
• Previous experience with computerized financial management systems and online banking and funds transfer platforms (including mobile money payment systems) is of added advantage. Experience working with USAID-funded projects.
• Ability to work using various Microsoft office applications.
• Proven high level of personal integrity.

• Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
• Proven ability to set priorities, multi-task and work collaboratively as well as independently.
• Excellent interpersonal skills
