As an integral member of the UN South Sudan team, IOM South Sudan works across the
humanitarian, peacebuilding, and development access with a broad range of programming
clustered in three areas: humanitarian coordination and support; humanitarian response and
resilience; and peacebuilding, transition, and development.
IOM South Sudan’s humanitarian coordination and support work includes leading/co-leading the
Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI)
Clusters, Displacement Tracking Matrix (DTM), the management of Water Sanitation and
Hygiene (WASH) and Shelter/NFI core-pipelines, the management of humanitarian hubs, the
management of common transport services and the management of a Rapid Response Fund
providing funding to (mostly) national non-governmental organizations (NGOs) for emergency
humanitarian assistance. IOM South Sudan’s humanitarian response and resilience work

includes emergency infrastructure, CCCM, Water, Sanitation and Hygiene (WASH), Shelter &
NFI, health, protection, gender equality and inclusion, and the provision of mental health and
psychosocial support services. Under the peacebuilding, transition and development cluster,
IOM South Sudan implements programming on climate change adaptation including water
management, community development, housing, land and property issues, conflict prevention,
community-based violence reduction and migration management support including the
prevention of human trafficking. In all areas, IOM South Sudan’s work is supported and informed
by its conflict analysis team operating from Juba and key field locations.
IOM South Sudan is an active member of the UN Country Team and Humanitarian Country
Team. As the cluster coordinator for CCCM (co-lead with UN High Commissioner for Refugees
(UNHCR)) and the Shelter & NFI Cluster, IOM South Sudan is also a member of the
Inter-Cluster Coordination Group (ICCG), the key coordination platform for humanitarian
response. Within the Resident Coordinator-Humanitarian Coordinator (RC-HC) lead Partnership
for Peacebuilding and Resilience Platform IOM co-leads the nexus working groups on climate
change adaptation (with the UK) and durable solutions for internal displacement (with United
Nations Development Program (UNDP)).
Under the direct supervision of the Chief of Mission and in close coordination with Heads of
Sub-Offices and Program Managers, the Conflict Analyst will provide analysis to ensure
conflict sensitive programming across all stages; starting from project development.

Responsibilities:
1. Develop a strategic approach for mainstreamed conflict analysis for IOM Mission in South
Sudan to ensure conflict sensitive programming across humanitarian – peacebuilding –
development nexus.
2. Supervise and guide the team of conflict analysts. Provide managerial and administrative
support for timely deployments and, in coordination with the Chief of Mission, Resources
Management Unit and program managers, supporting in on fundraising opportunities for scaling
up conflict analysis capacity within the mission.
3. Lead the development of displacement/conflict analysis products, in close collaboration with
Displacement Tracking Matrix (DTM), using both qualitative and quantitative data.
4. Prepare concise and illustrative presentations and reports on conflict dynamic and possible
scenarios occurring as result of political and socio-economic changes.
5. Conduct qualitative assessments and conduct field missions to obtain on-the- ground conflict
analysis information through key informant interviews and focus group discussions.
6. Support interagency processes and coordinate with humanitarian partners, academic
institutions, think tanks, key authorities, national non-governmental organizations (NNGOs) and
any other concerned agencies and working groups, on conflict analysis.
7. Ensure quality of field research. Plan and organize appropriate capacity-building activities on
topics related to displacement tracking and conflict analysis, to ensure quality of field research
and produce relevant and timely analysis of conflict and displacement trends.
8. Ensure regular follow up and analysis of research/studies and relevant documentations
including peacebuilding plans and security reports. Compile and log all secondary
documentation reviewed.
9. Provide regular trainings on conflict sensitivity for staff members and partners with up-to-date
recommendations and methodologies to address identified information gaps and strengthen
conflict sensitive programming.

10. Prepare regular donor briefings combining qualitative conflict analysis, Displacement
Tracking Matrix (DTM) population movement data, project development and any relevant
Mission resources covering other areas of importance to the missions programming (e.g.,
program briefs, snap shots.).
11. Work in collaboration with Information Management and DTM to develop improvements in
methodologies and assessments tools in order to increase analytical capabilities and relevance
of the data collected in informing conflict analysis.
12. Ensure the integration of protection, diversity, and gender issues in conflict analysis for
context and operations.
13. Ensure the integration of IOM’s data protection principles and best practices on
humanitarian data protection and ethical use of data across data collection, management,
analysis, and dissemination of findings.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Relations, Political Science, Humanitarian Affairs, Conflict
Studies, or related field from an accredited academic institution with five years of relevant
professional experience; or
• University degree in the above fields with seven years relevant professional experience.
Experience
• Experience in conflict analysis in humanitarian emergency context such as South Sudan; and,
• Experience in conflict research/analysis, displacement mapping, conflict mediation,
management, and peacebuilding in South Sudan.

IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of either
Arabic, French, Spanish, or any local language is an advantage.
