ActionAid Zimbabwe (AAZ) is seeking a consultant or consultancy team to assess national fiscal policies and evaluate
their readiness to enhance Domestic Resource Mobilization (DRM) from the extractives sector for increased funding
towards climate action. The primary task of the consultant will be to produce a comprehensive report that examines
existing policy frameworks, identifies gaps, and offers actionable recommendations for policy reforms. The purpose of
this research is to provide evidence-based insights and propose policy reform measures within the intersection of climate
action, finance, and the extractives sector in Zimbabwe.
Duties and Responsibilities
ROLES AND KEY DELIVERABLES
The specific outputs for the consultancy are as follows:
• Inception report and workplan, including a sampling strategy, data collection and analysis methodology. The
inception report will demonstrate clearly how the data collection plan and tools will gather data that addresses
the indicators.
• Data collection tools.
• Summary slides / presentation material of the report in PowerPoint format
• Transcripts of qualitative data.
• Presentation of initial findings to AAZ
• Validation meeting with AAZ and key stakeholder
• Draft and final research of 10 to 12 pages (excluding annexes) as a Word document, written in clear
and concise English
Qualifications and Experience
QUALIFICATIONS AND EXPERIENCE REQUIRED
The consultant or consultancy team must possess the following qualifications and experience:
• A master’s degree in economics and finance, development, extractive or environmental law, climate change,
sustainability, taxation, natural resources economics, management and governance, or an equivalent field.
• A minimum of 5 years of demonstrable expertise and thematic experience in one or more of the following areas:
natural resources economics, natural resource governance (particularly in extractive resources governance and
taxation), development finance, climate change, climate financing, environmental social governance, and
policy/legal framework review.
• Experience in quantitative and qualitative data collection and analysis methods.
• Experience in participatory research
• Proven experience in designing and conducting research.
• Evidence of strong downward accountability mechanisms used with project stakeholders/research participants
to actively share results and learnings.
• Evidence of use of ethical and safeguarding considerations and methodological measures for that respect the
rights of all stakeholders, including those with multiple, often overlapping vulnerabilities and disadvantages
• Evidence of successfully designing and managing large-scale, rigorous and robust research processes and
evaluations

Consultant/consulting teams are required to submit an expression of interest of no more than 10 pages, briefly addressing
the track record relevant to the assessment and the degree to which the consultant(s) meet(s) the selection criteria. If a
team of consultants is proposed, outline the anticipated roles of each team member. Technical proposal for the evaluation
study including proposed methodology and activities schedule/work plan, with timeframe. CV(s) of applicant(s)/All
team members. Financial proposal (separating consultant day rates and anticipated data collection costs). Example(s) of
previous similar works- at least 2 published sample work. Reference from previous employer and/or client. Completed
