LM International is seeking a qualified consultant or consultancy team to conduct the baseline study for the “Green Hub: E-mobility ecosystem for climate change mitigation and improved livelihoods in Uganda” (Green Hub) project. This transformative initiative, funded by the Danida Green Business Partnerships, aims to build a sustainable, inclusive e-mobility ecosystem to mitigate climate change and improve livelihoods, particularly for youth and women working in the boda boda sector.

Purpose of the study
The baseline will set the foundation for the Green Hub project by establishing key indicator values and generating insights into stakeholder readiness, green livelihood opportunities, gender inclusion, and responsible business conduct. The study will guide evidence-based implementation and inform adaptive programming.
Scope of the study
The baseline will assess, among other areas, current socioeconomic conditions, financial inclusion, training access, and policy environments related to e-mobility in Uganda. It will also map stakeholder capacities, analyse enabling conditions for a just green transition, and apply a strong gender and environmental lens.
