A. CWTL Training Alignment with MoES TPD Systems & Policies
- Review existing MoES TPD frameworks and identify entry points for integrating CWTL training.
- Assess the capacity of teacher training institutions (e.g., UNITE) to embed CWTL into national training programs.
- Engage with MoES representatives, teacher training institutions, and relevant stakeholders to determine alignment gaps and recommendations.
B. Ecosystem Assessment for Scale-Up Partners
- Identify key national and district-level organizations that can support CWTL’s scale-up.
- Assess the roles of NGOs, CSOs, and development agencies in complementary education initiatives.
- Map potential implementation partners and provide recommendations on strategic collaborations.
C. Electrification Projects Focused on Solar Energy in Uganda
- Identify and analyze major solar electrification projects in schools and education facilities.
- Assess government and donor-funded initiatives aimed at improving solar energy access for learning environments.
- Provide insights on how CWTL can align with or leverage these projects to ensure sustainable technology use.
D. Engagement with Private Sector Companies
- Identify private sector players with an interest in supporting digital learning initiatives (e.g., MTN, telecoms, EdTech providers).
- Explore potential corporate social responsibility (CSR) partnerships to support technology, connectivity, or financial sustainability.
- Provide recommendations on engaging private sector actors for long-term CWTL support.
E. Development of Scaling Assessment Report & Scaling Agenda
- Compile key findings into a structured Scaling Assessment Report.
- Develop a scaling agenda with actionable recommendations for a DLG-led expansion in Isingiro.
- Present the findings to CWTL leadership and relevant stakeholders.

The ideal consultant should have:
The ideal consultant should have:
- At least 7 years of experience in education policy, program scale-up, or education sector assessments in Uganda.
- In-depth knowledge of Uganda’s education system, MoES structures, and teacher professional development frameworks.
- Experience conducting policy analysis, ecosystem mapping, and stakeholder engagement.
- Proven track record in working with private sector and government stakeholders to support education initiatives.
- Strong analytical, report-writing, and presentation skills.
