The objective of this exercise is to map out services, programmes and partners working within the return and reintegraon space in Ghana to strengthen and improve the protecion needs and assistance of returnees in Ghana.
3. Scope of the consultancy
First deliverable
A. Develop an inception report which include the literature reviews, gender-sensitive methodology,
detailed workplan, a review of national and local policies on climate change and migration
management, a description of national and continental best practices on the integration of human
mobility dimensions in local climate change policies, strategies, frameworks and plans.
B. A mapping of local stakeholders and initiatives promoting climate change adaptation and mitigation
as well as safe migration and economic opportunities for people on the move, especially highlighting
actions enhancing gender equality and addressing women specific needs. The mapping should be
completed by a SWOT analysis, identifying the enablers facilitating the implementation of these
initiatives as well as the challenges they face.
C. A report of consultations through focus groups (at least 2 focus groups only gathering women) with
the inhabitants of Accra to identify their priorities in terms of economic, environmental, social issues
related to migration and climate change.
Second deliverable
A. Elaborate a checklist for integrating effectively gender equality and human mobility in the context of
climate change in local planning and climate adaptation plans (Key gaps and preliminary sectors for
integrating human mobility into climate change policies and plans)
B. A position paper on human mobility in the context of climate change within AMA and its integration
of that nexus into plans and policies, highlighting data and policy gaps to address the specific needs of
women.
Final deliverable
A. Support the organization of ahigh-level prioritization workshop, through a presentation, for
elaborating a gender sensitive Climate Action Plan Update.
B. Final consultancy report
4. Education, Experience and/or skills required
• A University degree in Geography or Environmental Studies, Climate and Sustainability Studies,
Development studies, Economics, Internaonal Relaons, and Law with a specializaion in
internaonal human rights law.
• A minimum of five years of experience in migration management, climate change or both in the West
and Central Africa Region
• Experiences in working with Ghanaian government actors and civil society in Accra
• Demonstrated experiences in producing quality reports in the English language
• Excellent oral and wring skills
• Ability to conduct research, interpret informaon, identify and analyse problems and propose
soluons;
• Strong communicaon and negoaon capacies
• Fluency in English and any local language is preferred
• Excellent organizaonal skills and be detail-oriented
• Ability to work independently as part of a team
• Proven knowledge of the migraon context in Ghana is an advantage
5. Travel required
Travel outside Accra is not required.
