The Consultant should have a proven and extensive background in Governance and Accountability work, with a specific focus on youth inclusion, civic engagement, and governance evaluations. The ideal candidate must meet the following qualifications, experience, and skills:
Qualifications:
● Educational Background: o
o Experience: PhD or MSc in fields such as Public Policy, Governance, Human Rights, Policy Analysis, Social works or other areas relevant to the study. Qualifications in Monitoring and Evaluation (M&E) will be considered an added advantage.
● Minimum of 5 years of professional experience in monitoring, evaluation, learning (MEL), research, and related fields.
● A proven track record in conducting baseline evaluations for projects focusing on governance, youth inclusion, civic engagement, and advocacy.
● Significant experience in evaluating youth programs and initiatives related to youth participation in governance.
● Proven expertise in baseline surveys and evaluations, particularly in the fields of governance, youth inclusion, or civic engagement.
● Experience working in Uganda, particularly in the Karamoja sub-region, with a strong understanding of its socio-cultural, political, and environmental context.
● Demonstrated expertise in mixed-methods research, including both quantitative methods (e.g., survey design, statistical analysis) and qualitative methods (e.g., Key Informant Interviews (KIIs), Focus Group Discussions (FGDs)).
● Strong experience in data analysis, including the use of statistical software, as well as report writing and presentation skills. Skills / Technical Knowledge:
● Proven experience with Outcome Harvesting methodologies for evaluating project impact.
● Strong proficiency in both qualitative and quantitative data analysis techniques.
● Excellent written and verbal communication skills in English.
