TERMS OF REFERENCE

Under the direction of the Programme Officer of the Area Office for South America, located in Santiago, the consultant will:

Prepare and deliver an implementation route map, Gantt Chart, aligned to the specific deadlines, expected reports, presentation of the reports, KPIs, and a description of the scope.

International best practices: Comparative analysis of the best practices aligned with ICANN/IANA requirements and recommendations including policies, subdomain delegation, Domain Name System (DNS), institutions, powers, Top Level Domains ccTLDs and gTLD functions, management models, operation and maintenance, commercial practices, minimum acceptable service level for the availability of Top Level Domains ccTLDs and gTLD and for information requests, which includes at least:

Analysis and update of DNS policies established by ICANN/IANA.

Policy development related to the identifier unique system of Internet Top Level Domains ccTLDs and gTLD, aligned with ICANN/IANA.

Description of the institutionality of the domain name system, operation, and maintenance of the Top Level Domains ccTLDs and gTLD.

Identification and analysis of administration, operation and maintenance models for Top Level Domains ccTLDs and gTLD.

Description of international best practices about minimum required infrastructure (HW/SW) to manage Top Level Domains ccTLDs and gTLD.

Description of international best practices about profiles and minimum qualifications necessary to operate a Top Level Domains ccTLDs and gTLD.

Description of best practices regarding to security aspects for Top Level Domains ccTLDs and gTLDregistration data.

Description of best practices for personal data protection under the administration of Top Level Domains ccTLDs and gTLDnames.

Description of commercial best practices for Top Level Domains ccTLDs and gTLDregistration data.

Description of best practices about minimum levels of acceptable quality of service for Top Level Domains ccTLDs and gTLD registration availability and information requests.

Description of best practices about corrective measures to ensure minimum quality of service levels acceptable for ccTLD domain name registration availability and information requests.

Description of best practices on business continuity and resilience plans to ensure minimum levels of quality of service acceptable for Top Level Domains ccTLDs and gTLD registration availability and information requests.

Description of best practices associated with financial management and best practices on marketing, promotion and merchandising for Top Level Domains ccTLDs and gTLD.

Description of best practices associated with DNS abuse mitigation and treatment.

Compare best practice delivered documents with the current status of the Top Level Domains ccTLDs and gTLD Name Registry.

Deliver the technical report of International best practices.

.Define minimum requirements.

Description of the basic/minimum infrastructure required to manage the Top Level Domains ccTLDs and gTLD, hardware, software; staff and their profiles. It should include data security and the protection of critical personal information (according to national and international regulations).

Description of the structure of organizational staff and profiles necessary to manage the Top Level Domains ccTLDs and gTLD.

Review and, if necessary, update the necessary technical conditions for migration between registry operators, in a way that ensures the provision of the service, its continuity, resilience plan and transition implementation schedule.

Report of basic/minimum technical requirements.

Work with the team of experts, to define the specifications for the call for bids for the operating contract:

Define the necessary documents and the specifications for the selection process of the ccTLD’s operating contract.

Define the documents and terms of reference for the selection process for the concession contract for the organization, administration, maintenance, and operation of the Top Level Domains ccTLDs.

Deliver the developed documents for the specifications for the tendering of the operating contract.

Work with the team of experts, to elaborate Conclusions and Recommendations considering the current national and international regulations/standards/best practices.

Prepare a final report summarizing the results of all activities above.

CONCRETE DELIVERABLES

The consultant will deliver:
1. An implementation route map, Gantt Chart, aligned to the specific deadlines. The consultant can use any tool as is the case of Power BI.
2. Technical report of International best practices.
3. Report of basic/minimum technical requirements.
4. Documents for the specifications for the tendering of the operating contract.
5. Conclusions and Recommendations considering the current national and international regulations.
6. Final report summarizing the results of all activities above.

All deliverables will be submitted to ITU and to the National Focal Point for comments and validation for the final version.

Copyright: ITU would have copyrights on all materials presented by the consultant.

COMPETENCIES

  • Computer literacy (office, databases/content management systems).
  • Project Management.
  • Specific knowledge of Top Level Domain Name Registration (particularly as it relates to gTLDs and ccTLDs).
  • Registration of top-level domain names (particularly related to gTLDs and ccTLDs).
  • Knowledge and experience in tenders.
  • Ability to create questionnaires and to manage online sessions.
  • Ability to work independently and as part of a team, maintaining efficient working relationships, with sensitivity to ITU’s multi-cultural, multi-ethnic environment and respect for diversity.

QUALIFICATIONS REQUIRED

Education:
University degree in engineering (Telecommunications, Systems, ICT, or similar), law, international relations, politics, economics, statistics, business administration, project management. 
Preferably with Project Management Certification.

Experience:
At least 15 years of experience, of which at least 10 years of experience in:
– Registration of top-level domain names (particularly as related to gTLDs and ccTLDs). 
– Controlling of the Registry of Top Level Domain Names of country code ccTLDs and gTLDs, analysis of international best practices aligned with ICANN/IANA requirements and recommendations, which may include policies, delegation of subdomains, DNS domain name system, institutions, attributions, functions of the ccTLD and gTLD country code top-level Domain Name Registries, administration models, operation and maintenance, commercial practices, minimum acceptable service levels.
Experience (at least 5 years) in tenders.

International Telecommunication Union (ITU)Languages:
Knowledge of Spanish or English at advanced level.
