Scope of Work
The key tasks of the consultant are as follows:
- Conduct policy analysis to document government priorities and ambitions in aquatic food systems (including capture fisheries and aquaculture).
- Conduct stakeholder analysis and mapping of institutions relevant and key to aquatic food systems in Zambia.
- Conduct donor analysis/intelligence gathering to document and map key donors and respective priority areas and investments in aquatic food systems in Zambia.
- Leveraging WorldFish’s track record in Zambia and its overall comparative advantage, conduct discussions with government and other stakeholders to build a framework for WorldFish’s future program.
- Organize and facilitate a government dialogue to obtain government endorsement of the program framework.
- Based on the overall program framework, develop a fundraising plan that contains project idea notes, targeted donors, and strategic partnership directions.
- Deliverable timeline: timeline for each output might be subject to adjustments (prior consultation and approval with WorldFish).
- The consultant will work closely with the WorldFish team in Zambia, and the Business Development and Partnerships Unit in the WorldFish Headquarters.

Requirements
Skills, Experience and Knowledge
- Consultant must have a minimum of 7 years’ experience in conducting donor analysis and donor intelligence gathering.
- Consultant must have a minimum of 5 years of conducting analysis of government policies, strategies, and plans.
- Consultant must have a minimum of 5 years of experience in developing fundraising plans and programmed documents, preferably in aquaculture/fisheries sector.
- Consultants must have experience in conducting stakeholder analysis and mapping, and engaging with a wide variety of stakeholders, including government institutions, and facilitating workshops and stakeholder dialogues.
- Consultant must have a minimum of master’s degree in Aquaculture, Fisheries, Natural Resource Management, and/or a related field.
- Consultant must have experience working in Sub-Saharan Africa, experience in Zambia is a distinct advantage.
- Consultant must possess strong interpersonal and communication skills (including writing skills).
