Duties and Responsibilities
In authoring the Global CRM report “Charting a Path Towards Resilient Futures”, the consultant will:
- Analyze case studies and produce a narrative for joint implementation of DRR and CCA.
- Review the draft of completed sections and develop selected sub-sections as needed.
- Analyze how coherent implementation of DRR and CCA enables and maximizes financing.
- Provide actionable recommendations and guidance based on independent research and other sections of the report to promote and apply coherent and integrated approaches to climate action and resilience building as well as on synergies and opportunities with emerging mechanisms on adaptation and loss and damage.
- Synthesize findings and all sections and prepare the full global CRM report.
The following deliverables are expected:
- Inception report: share work plan and methodology
- Draft report: provide a comprehensive analysis of case studies and a narrative of convergent implementation areas as a chapter of the final report as well as draft recommendations on how to support coherent implementation and accelerated action, including financing and emerging mechanisms on adaptation and loss and damage.
- Draft synthesis report: provide a final draft report that synthesizes all contributions.
- Final report: incorporate feedback from stakeholders and finalize the report, ensuring clarity, coherence, and alignment with the objectives of the assignment in a format suitable for sending for layout.
The assignment excludes copy-editing and design to be covered by UNDRR after the draft is ready.
Education
Required
- Advanced degree in a relevant field such as economics, political economy, finance, climate change, disaster risk management, or a related discipline.
- A first-level university degree in combination with a minimum of 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience
Required
- At least 10 years of demonstrated experience in climate change, disaster risk management, and resilience-building, evidenced by a track record of successful projects, publications, or initiatives in these fields.
- Experience in conducting comprehensive literature reviews, qualitative and quantitative analysis, and synthesizing findings into actionable recommendations for policy and practice.
Preferred
- Experience in working with global climate change and disaster risk reduction frameworks, such as the Sendai Framework for Disaster Risk Reduction, the United Nations Framework Convention on Climate Change, and the Paris Agreement.
- Experience in engaging with diverse stakeholders across government, academia, and international organizations.
Knowledge, Skills and Languages
Required
- Fluency in written and oral English.
Preferred

Knowledge of other languages, especially Spanish, French and/or Arabic is desirable as this will expand opportunities to identify good practices, analyze documentation and consult stakeholders from different backgrounds.
