Job description

Reporting to the Senior Director, Health Workforce Initiatives, the Consultant, Health Workforce Development Programs will play a key role in advancing the Foundation’s health sector initiatives. In this role, you will provide strategic and operational support to ensure effective codesign, management, coordination, and implementation of health workforce development interventions.

The Consultant will join a growing team at a critical time to increase the Foundation’s contribution to health workforce development, ensuring youth, especially young women, have access to dignified and fulfilling employment in the health sector.

WAYS YOU CAN CONTRIBUTE

Program Design

  • Lead the development of evidence-driven and scalable health workforce programs designed to enable young people, especially women, to access dignified work in the health sector.
  • Collaborate with platform and country teams to identify opportunities, co-develop ideas, and design partnerships in countries/regions.
  • Engage with relevant global, continental, and national agencies, academia, and the private sector to develop and implement transformative health workforce interventions.
  • Ensure complementarity and synergy by connecting various Foundation programs early in the design stage (e.g., access to finance, collaboratives, digital).
  • Prioritize inclusive design, focusing on young women, vulnerable youth, and those in remote and hard-to-reach contexts.

Program Delivery

  • Onboard partners to ensure effective program and partnership implementation, collaborating across functions (legal, finance, safeguarding, impact, etc.).
  • Connect the health employment, entrepreneurship, and ecosystem pillars to meaningfully support employment outcomes in the health sector.
  • Collaborate with platform and country teams to review programs regularly, share feedback, and address challenges partners and program participants face.
  • Work with program operations to streamline plans and strategies, ensure effective monitoring, and synthesize learning for impact at scale.
  • Partner with the Impact and Research team to develop and implement monitoring and evaluation frameworks for assessing program outcomes.

Health Ecosystem Stakeholder Engagement

  • Build relationships with youth, civic, governmental, and business leaders and program alumni to scope new ideas and support programming efforts.
  • Develop relationships within the workforce development space, cross-functional and regional and country teams.
  • Represent the Mastercard Foundation at relevant meetings, conferences, and forums to enhance the Foundation’s thought leadership in the health sector.
  • Facilitate collaboration and integration among stakeholders to drive impact at scale.

People Leadership

  • Lead and support colleagues to ensure high-quality work, integrity, and safeguarding aligned with the Foundation’s values.
  • Drive oneness by fostering a supportive and collaborative work environment.

WHO YOU ARE

  • Minimum of 15 years of experience leading and managing health systems strengthening or health workforce development programs, preferably in low- and middle-income countries.
  • Master’s in public health, health economics/finance, health workforce development, or a related field with technical expertise in Human Resources for Health (HRH), Health Systems Strengthening (HSS), healthcare financing, health innovation, and private sector healthcare.
  • A systems thinker who brings innovative ideas that disrupt the status quo, and is adaptable, resilient, and creative in problem-solving.
  • Proven track record in program management, including planning, implementation, monitoring, and evaluation of health workforce programs.
  • Strong expertise in health workforce development, capacity building, and health systems strengthening.
  • Proven experience working with governments, international development agencies, and local organizations, with a strong ability to establish trusted relationships with key stakeholders.
  • Excellent communication skills and the ability to engage a variety of stakeholders are required. Fluency in French is an asset.
  • Ability to work collaboratively in a multicultural and multidisciplinary environment.
