KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive)
– Lead the FLA management team (Partnership and Business Support
Associates and Assistants) to ensure all the Agreements are prepared correctly and in line with the SOPs, as well as timely registered in WINGS.
– Leading the end-to-end FLA process management, ensuring all the review, registrations and due-diligence processes have been followed and items are treated on a timely and due quality manner.
– Developing SOPs for FLA management (from FLA drafting to WINGS processes attached to it, inclusive archiving, tracking-tool update, alerts prior to expiring FLAs) and ensure they are regularly updated/revised to reflect any new change on corporate guidelines.
– Ensure standardization of templates, formats, reporting structure, costs allocations
– Ensuring timely creation of FLAs in WINGS and quality distribution reports and relevant invoices are timely submitted for the reconciliation against deliveries and payments process (inclusive of CBT reconciliations processes).
– Tracking the progress of the FLAs in terms of consumptions and alerting technical units (AM/Officers) for expected FLA amendments and adjustments.
– Coordinate information and reports on partnerships for programme and management briefings taking points reports and ACR.
– Follow up with field offices on timely submission of invoices and coordinate with colleagues to ensure timely payments of partners.
1.b.- Capacity strengthening of Cooperating Partners, technical support, internal quality check
– Providing guidance to technical units on budget negotiations with CPs. Preparing analysis of various FLA budgets in order to harmonize the process and ensure there are no duplication of costs or double charging.
– Supervise the preparation of Call for Expression of Interest (CFEI/EOI) and Call for Proposals (CFP) to the potential NGOs for proposal submission while ensuring the given timelines
– Lead alongside Programme unit colleagues in the provision of feedback to the NGOs on the outcome of their project proposals
– Providing technical assistance and guidance to the technical units on the CP performance assessments, ensuring timely completion of the process and maintaining a database of the results for review by CPC during FLA extensions and renewal process
– Participating on CPs performances assessments, spot checks and micro-assessments and audits.
– Supervise the FLA management team (Partnership and Business Support Associates and Assistants), assess their training needs and provide timely opportunity to develop their skills and capacity and provide clear guidance and support in carrying out their duties
– Delivering trainings and learning sessions for PU Business Support team and ensure constant technical support and troubleshooting on any corporative platforms relevant for the successful performance of their duties (i.e.: WINGS, ITS, WU tracking platform, Haiti CO tracking tool for CBT reconciliations and for FLA tracking, etc..). Developing required training materials for their future reference and consumption
– Leading on the regular update of WFP Partners roster.
– Leading the definition of “minimum standards” and lighter procedures to access the roster for local organizations.
– Delivering trainings and learning sessions for CPs on budgeting, reporting and compliance to WFP administrative and financial regulation. Developing required training materials for their future reference and consumption
– Delivering trainings and learning sessions for WFP staff on FLA process including, partnership process, budgeting, proposals, capacity assessments, performance assessment and reporting.
– Ensure proper filing of all FLA related documents in both hard and electronic copies (to be stored in Team space).
1.c.- Partnership Focal Point
– Leading the process on the UNPP (UN Partners Portal) for the registration, identification, and selection of cooperating Partners. Additionally, providing trainings and orientation to other units, Field offices and CPs on the UNPP process.
– Act as Cameroon CO focal point with Regional and Global PU Partnership teams
– Coordinate with relevant units (Programme, Finance, Logistics, Budget, and Programming, etc.) and other CP stakeholders on FLA and data requirements.
– Provide implementation support to the development of detailed views for the activity managers.
– Elaboration and follow up of MoUs with other implementing partners, private sector, and governmental institutions.
2.- Data management in Programme planning
– Leading Quarterly Distribution Plan process, ensuring plan data are in line with resources.
– In case of sudden context change, due to natural disasters or army conflict, adjust planning figures accordingly.
– Ensuring timely approval of QDP, and updated the monthly planning sheets
– Weekly monitoring of activity completion figures.
– Liaise with Field offices, Supply Chain and Budget and Programming Units for forecasts and, funds and stocks availability.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education
Advanced University Degree in Public Policy, Public Administration, International Relations and/or Development, Social Science, International Relations, or other fields relevant to Partnership and Planning, Statistics.
Experience
Minimum of 5 years of relevant professional level work experience.
Languages
Fluency (level C) in English language. Working knowledge of French is desirable.
