Key Responsibilities:

  • Local level advocacy integration in technical programmes and projects
  • Integration of social accountability in resource mobilisation and acquisition .
  • Monitor and document best practices
  • Work closely with TP/TL managers to ensure integration of local level advocacy in technical programmes.
  • Organize social accountability forum meetings
  • Build staff capacity to report on advocacy strategic measures
  • Pilot CVA CP  in 6 area programmes and scale up to all area programmes .
  • Work closely with campaigns coordinate to integrate CVA in campaigns.
  • Manage CVA database and generate evidence for local to national advocacy and influencing.
  • Integrate budget advocacy into CVA and ensure all relevant stakeholders have adequate capacity for implementation.
  • Sustain and improve relationship with UNICEF , CSO partnership on social protection, Social Accountability platform, SDG Goal 10 platform, SUN movement and all relevant networks and coalitions.
  • Strengthen social accountability work in regions
  • Institutionalize the Ghana social accountability platform.
  • Provide leadership in various social accountability and social protection platforms.
  • Form and strengthen a network of CVA champions to lead the implementation of CVA in area programmes
  • CVA integration in AP   programmes
  • AP programme documents and strategies reflect CVA, including integration, targets and resourcing plans
  • CVA training packages and plans developed and implemented in APs
  • plan, implement and monitor CVA programmes in the AP’s
  • Support other PNS programmes to implement CVA
  • Policies influenced by evidence generated by AP programmes.
  • Effective implementation and targeting of public policy at local level.
  • strengthen AP groups to advocate for improved service delivery and/or influence national policy.
  • Children club networks at AP level amplify their voices for improved service delivery
  • Support APs to build evidence through the CVA database
  • Take on new Local Level Advocacy models/approaches as and when they emerge.
  • Ensure good governance, improved government accountability to the people especially the most vulnerable for improved access to quality social services
  • Monitor and gather evidence of good practices, innovations, challenges and solutions shared between APs and other NOs
  • Promote establishment of functioning national networks in advocacy & campaigning in Ghana
  • Represent WVG in international events related to global, regional and national campaign’s themes
  • Support the CP&A Manager to rollout CPMR 1,2 and 3
  • Participate in national, regional and global communities of practice.
  • Integrate GESI in CVA advocacy and influencing.

Minimum Education, Training and Experience to Qualify for the Position:

List academic, technical skills or other knowledge required as a minimum qualification in this position.

1. First degree or equivalent in experience

2. Significant experience in local level advocacy, especially Rights Based Programming Approaches

3. Significant experience in capacity building

4. Strong knowledge management skills desirable especially data collection skills

6. Strong Project Management skills

7.Strong facilitation skills

8.  Must have excellent written and spoken English. Local languages will be an advantage

Describe how much and what type of additional work experience is required as a minimum for this position.

1. Minimum 3 years community development field experience.  Accountability and the use of a range of simple monitoring tools (e.g. FGDs, community scorecards, power analysis etc

2. Networking and coalition building at multi level

3. local and sub-national level advocacy coordination

Preferred Skills, Knowledge and Experience:

Describe academic, technical skills, or other knowledge preferred in this position.

1. Academic study in an area related to social accountability (political science, law, social work, sociology, Development Studies, Public Policy Management, Governance etc.) preferred.

2. Experience working in an international Civil Society Organization

3.  Field Level Experience in Social Accountability.

4.  Awareness of current trends in Social Accountability.

Describe how much and what type of additional work experience is preferred for this position.

Candidate will need to have experiences in understanding how public policy impacts WV’s service delivery programmes work and vice versa. He/She will be expected to document, analyze and share how these public policies are being engaged by WV’s integrated CVA work. The candidate will also be requested to supported in their re-designing and other transitional interventions to ensure high quality CVA integrated programming, monitoring and evaluation.
