Duties and responsibilities:

Uganda Program Leadership (20%)

  • Foster a B2P-Uganda culture which supports the health and performance of the team and creates a positive work environment
  • Communicate openly and transparently across the Uganda team and mentor them on management and strategic thinking.
  • Serve as authorized signatory regarding regulatory and partnership compliance
  • Ensure to have an oversight on the proper use of systems as well as data quality and security to enable effective reporting and analysis
  • Support Program Managers and Talent department in the recruitment and retention of the relevant talent for the Uganda program.
  • Support the Program Manager and the Talent department in resolving HR issues

Advocacy & Partnerships (60%)

  • Lead all strategic external facing facets of B2P-Uganda by overseeing the Program delivery
  • Collaborate with all other relevant technical departments, especially Strategic Partnerships and Advocacy.
  • Lead Ugandan government partnerships including negotiations.
  • Actively seek opportunities for creatively advancing B2P’s mission in Uganda
  • Develop and enhance relationships, partnerships and networks with external organizations to maximize B2P’s funding pool and impact
  • Represent B2P-Uganda and hold relationships with senior-level government, donor agencies, and other organization’s counterparts
  • Explore global and local funding opportunities and initiate proposal development in collaboration with the advocacy and partnerships global team
  • Be the face of B2P-Uganda and present the program to external parties including government, donors, vendors, and other strategic partners
  • Ensuring the on-time recovery of all government receivables.
  • Lead on Uganda partnership compliance and reporting
  • Lead the development of partnership agreements
  • Manage partnerships to ensure that B2P and partnership objectives are completed in a timely manner

Program Strategy and Resource Management (20%)

  • Design and implement program strategies, plans, and procedures to ensure quality and impact are optimized while achieving growth targets.
  • Lead the development and delivery of the Uganda program log-frame to ensure the achievement of MoU targets.
  • Develop a government and donor engagement strategy, with support from the global partnership and advocacy team of B2P.
  • In collaboration with the East Africa Director of Programs, guide as necessary the Program Manager to set realistic budgets for all program activities as they relate to the B2P strategic objectives.
  • In collaboration with the East Africa Director of Programs, support the annual and quarterly planning process, which includes the setting of Program Plans, Objectives and Key Results, KPIs, and other target management, monitoring, and evaluation tools.
  • Lead and report on fulfillment of Uganda partnerships KPIs and OKRs
  • Support key evidence building activities through collaboration with the Monitoring and Evaluation department and external research partners
  • Be an active contributor and volunteer to participate in B2P global initiatives where experience can add value or where your program can contribute to such work
  • Work with B2P global shared services to identify and implement options that contribute to the efficiency or impact of B2P-Uganda’s work.

Qualifications:

  • MSc in Business Administration, International Affairs/Development, Public Policy/Public Administration, Engineering or other relevant fields.
  • Significant team management background experience
  • A sound understanding of Uganda’s national government level working style
  • Understanding of International development, especially in terms of rural infrastructure development.
  • Minimum of 3 years experience establishing and interfacing with national-level government officials and partners
  • Proven networking and negotiation skills with governmental and non-governmental actors
  • Record of raising funds from government and/or international agencies (bilateral/multilateral) preferred
  • Demonstrated ability to manage high-stakes projects in complex environments
  • Ability to work strategically and collaboratively across departments
  • Demonstrated ability of Resource Management.
