The Customs and Trade Facilitation Expert duties and responsibilities will include:

The expert will be responsible for the following:

  1. An analysis of Botswana’s current customs and trade facilitation processes and procedures to identify gaps and strengths
  2. An analysis of the current work that EU and WCO are doing to avoid duplication of activities
  3. Development of an effective National Single Window (NSW) framework that covers all the pertinent and necessary aspects and concepts. The proposed framework will be workshopped with all relevant stakeholders
  4. Engagement of all involved stakeholders
  5. Developing training materials and manuals on customs trade facilitation focusing mainly on the national single window
  6. Providing training on the implementation of the NSW
  7. Monitoring and evaluating the implementation of the NSW
  8. Producing progress reports and presenting progress to management and ATAF on agreed regular time periods.

The Individual Consultant is expected to have the following key competencies:

i. A relevant Master’s degree or equivalent

ii. Trade facilitation certifications such as those from the World Customs Organisation (WCO) will be an added advantage

iii. Minimum 5 years of demonstrated work experience in customs and international trade environment

iv. Experience in the provision of technical assistance in customs trade facilitation and national single window concepts

v. At least 5 years of demonstrated experience in undertaking similar work within the sub-Saharan region and have a broad understanding of the socio-economic dynamics of African countries

vi. Good knowledge of the customs and tax systems in Africa

vii. Good report writing skills

viii. Good communication and presentation skills

ix. Knowledge and use of virtual platforms for delivery of technical assistance

x. Good command of the written and spoken English, and

xi. Computer literacy

xii. Excellent strategic, analytical skills, ability to maintain confidentiality, and fluency in French and Portuguese are added advantage
