The Customs Risk Management Expert duties and responsibilities will include:

The expert will be responsible for the following:

  1. Assessing the existing risk management framework and procedures within the tax administration.
  2. Identifying potential areas of improvement and develop strategies to mitigate risks associated with cross-border trade.
  3. Collaborate with relevant stakeholders including customs officers, trade partners, and other government agencies to gather insights and data for risk analysis.
  4. Developing risk assessment models and tools to evaluate the likelihood and impact of various risk factors on customs operations.
  5. Implementing risk management protocols and procedures to streamline customs processes and enhance compliance with regulatory requirements.
  6. Providing training and support to customs personnel on risk management techniques, tools, and best practices.
  7. Developing a customs risk management guidebook and/or manual.
  8. Monitoring and evaluating the effectiveness of risk management initiatives and make recommendations for continuous improvement.
  9. Staying abreast of developments in customs regulations, international trade practices, and emerging risks to ensure the effectiveness and relevance of risk management strategies.

The Individual Consultant is expected to have the following key competencies:

  1. A relevant Master’s degree or equivalent
  2. Minimum 5-10 years of demonstrated work experience in customs operations, risk management and international trade.
  3. In-depth knowledge of customs regulations, trade compliance standards, and risk assessment methodologies.
  4. Strong analytical skills and the ability to interpret complex data sets to identify trends, patterns, and potential risks.
  5. Excellent communication and interpersonal skills with the ability to collaborate effectively with diverse stakeholders.
  6. Demonstrated experience in developing and implementing risk management strategies in a customs or trade environment.
  7. Relevant certifications or qualifications in customs administration, risk management, or related fields would be an advantage.
  8. Experience in the provision of technical assistance on customs and trade issues.
  9. Good knowledge of the customs and tax systems in Africa.
  10. Good report writing skills.
  11. Knowledge and use of virtual platforms for delivery of technical assistance
  12. Good command of the written and spoken English, and computer literacy.
  13. Excellent strategic, analytical skills, ability to maintain confidentiality, and fluency in French and Portuguese are added advantage
