RESPONSIBILITIES
The Data Clerk, under the supervision of the MEL Manager, will support the collection of quality source data and timely and accurate reporting by the facility. He/she will also be responsible for data abstraction, data collation, and data quality checks as they enter data and make basic queries on the data. They will work as a DQA officer ensuring the weekly line listing of site-specific data and harmonization with CMIS dashboards. S/he will enter all project datasets into DATIM and DC2 in line with PEPFAR reporting guidelines.
The Data Clerk, under the supervision of the MEL Manager, will support the collection of quality source data and timely and accurate reporting by the facility. He/she will also be responsible for data abstraction, data collation, and data quality checks as they enter data and make basic queries on the data. They will work as a DQA officer ensuring the weekly line listing of site-specific data and harmonization with CMIS dashboards. S/he will enter all project datasets into DATIM and DC2 in line with PEPFAR reporting guidelines.
Specific responsibilities include the following:
- Conduct monthly data collection in 10 UEDF clinics and review source documents, e.g., patient registers and consolidated files;
- Tally, collate and summarize data from source documents for approval by the M&E Manager to prepare facility site-specific dashboards and reports’
- Extract routine data from patient files, registers, or other source documents and enter it into the CMIS and the IDMS after DQA audits and as deemed necessary’
- Enter data into DATIM, DC2 and other data portals in line with the MoH and PEPFAR reporting requirements;
- Support facilities in reviewing CMIS capture of all files and participate in facility data review meetings and give feedback on site performance against targets;
- Monitor stock levels of data collection tools and make requisitions for replenishing tools to the facility;
- Track weekly, monthly, and quarterly data collection and facility reports to support timely reporting to MoH, PEPFAR and the Military;
- Check electronic site dashboards to identify discrepancies in data entry and manual records and communicate data quality gaps to the MEL Manager to provide expert guidance;
- Carry out any other tasks consistent with the nature of this position.
KNOWLEDGE, SKILLS, AND ABILITIES
- Demonstrable knowledge of CMIS, DATIM and DC2 systems;
- Have familiarity with PEPFAR and MoH reporting systems;
- Excellent verbal and written communication, people skills, and attention to detail;
- Ability to work with tight deadlines and able to adapt to fast-changing donor requirements;
- Ability to travel in various local terrains in Eswatini;
- Prior experience working within the military environment would be beneficial.
QUALIFICATIONS
- High school diploma;
- A certificate or diploma in health information management and/or a certificate in computing will be an added advantage;
- At least three years of experience in data collection, especially in health facility-based programs or studies;
- Prior experience serving as a data clerk in clinical settings;
- Be able to communicate in English and Siswati;
