Under the supervision of the Locum MEL Manager, the Database Manager will be responsible for administration, management, design, documentation and evaluation of a variety of database management systems, EMRs and Supplementary data tools, software Design, Software
Debugging, Software Documentation, Software Testing, Problem Solving, Teamwork, Software Development Fundamentals, Software Development Process, Software
Requirements. In addition, the successful applicant will perform database and transaction log backups, as well as maintenance and monitoring of database server
performance and backup automation of life saving
HIV/TB data.
Duties and responsibilities.
• Work with program and district/site teams toward strengthening the hub/hub network for sample and result transport / referral for Viral Load, EID PCR, CD4, sputum, serology and chemistry within
acceptable Turn Around Times (TATs).
• Work plan & work with Program officers and their respective district hub coordinators in skilling
district/site-based laboratory teams in provision of quality comprehensive HIV/TB laboratory services, commodity management and quality assurance
• Work closely with the logistics/Supply chain Advisor to ensure accurate, complete laboratory
orders and timely redistributions within the supported facilities/districts.
• Collaborate with the locum program officers to conduct laboratory systems related quality
controls, namely quality control inspections and high-quality documentation of lab processes across
the supported laboratories.
• Monitor the implementation of Laboratory accreditation processes and WHO AFRO SLMTA
accreditation standards.
• Monitor equipment functionality including periodic service, maintenance and repair
• Skill project staff who will be collecting the data using both electronic and paper-based case report forms.
• Skill all site teams on using the EMR analysis tool for
reporting.
• To supervise data collection using ODK and ensure accurate and timely data entry and query resolution.
• Develop and oversee the scheduling of database projects, database and transaction log backups,
notifications, and database replication between multiple database servers and remote sites;
• Review technical designs, reports, documentation, and other materials produced by staff.
• Support project M&E and technical staff to retrieve the
needed data from the project database.
• Work with the project MEL team to ensure that the project dashboards (online and offline) are regularly
updated and accessed by the necessary audiences.
• Conduct user skilling on the current trends in technology including AI.
• Share learnings and success stories.
• Perform other duties as per project demands.
Qualifications, Skills and Experience:
• The applicant must hold a bachelor’s degree in Computer Science, Software Engineering, or equivalent qualification. Possession of a Post-graduate qualification
in the same fields is an added advantage.
• At least five years of recent experience in developing
and/or managing health information Systems /databases
especially Uganda EMR and eAFYA.
