Under the overall guidance and supervision of the Chief of Party (COP) and Deputy Chief of Party (DCOP), the Democracy, Rights and Governance (DRG) and, P/CVE and Research Task Specialist will take lead in designing and conducting evaluations, analyses, assessments, and studies to meet the USAID West Africa’s and its partner’s need and requirements under PELA II.
The expert will provide technical support and lead on evaluation, research, studies and assessments and bring strong analysis skills (both quantitative and qualitative). They are an excellent writer and public speaker and are able to synthesize qualitative or quantitative data with a high level of quality. The DRG and P/CVE and Research Task Specialist will provide technical oversight on a variety of types of evaluations and research deliverables and also manage consultants, and partners, as well as conducting trainings.
The position will require frequent travel to other countries in the region, including Benin, Côte d’Ivoire, Guinea, and Togo. As such, professional-level fluency in French and English is required. The position is based in Accra, Ghana and only open to citizens of Ghana.
Core Responsibilities
The responsibilities for the DRG and, P/CVE and Research Task Specialist includes, among others, the following:
- Report to the DCOP and play a key role in undertaking or leading on evaluation and research activities for PELA II based on requests from USAID/WA.
- Coordinate, design, implement and oversee evaluations, assessments, research, analyses and studies, directing the design of evaluation methodologies and data collection methods and tools.
- Responsible for the day-to-day management of evaluations and research, overseeing consultants, and when appropriate, will serve as a Team Leader or Team Member on evaluations and research programs.
- Lead on a number of evaluation and research projects, ranging from scoping and developing new projects to ensuring high quality and timely delivery of existing projects.
- Undertake analysis (both quantitative and qualitative) for studies, assessments and evaluations.
- Provide robust project management and quality assurance on projects.
- Coordinate and conduct fieldwork when needed and provide quality assurance to data collection/enumeration teams/partners.
- Work with local partners for data collection, including coordinating their fieldwork, leading trainings, etc.
- Produce research and evaluation reports to a publishable standard and disseminate the findings across USAID/WA and wider audience of stakeholders as needed.
- Develop sampling plans for evaluations and research projects.
- Develop and implement technical trainings as needed.
- Travel outside of Accra, Ghana and in the region as needed.
- Work on tasks and activities as requested by the DCOP and COP.
- Work in both French and English and ability to conduct research, and translate and develop deliverables in both languages is required.
Required Qualifications
Below are the required qualifications for the position:
Mid-level expert in research, assessments, analyses, and evaluation sectors with strong management and communication skills.
Master’s degree in a relevant field.
Bilingual in French and English or professional-level fluency in French and English.
7+ years of experience in designing, implementing and overseeing research, assessments evaluations, and analyses of international development donor- funded programs, ideally in the Coastal West Africa region (Ghana, Benin, Togo, Guinea and Côte d’Ivoire).
Strong quantitative and qualitative data analysis skills blended with expert writing and verbal communication skills in English and French.
Solid background in statistics and the use of statistics software.Able to design and lead on research, evaluations assessments, and analyses projects including overseeing other team members or conultants, developing tools and approaches, conducting analysis and developing deliverables with limited oversight.
Strong training skills and experience conducting training of field teams/enumerators preferred.
Ability to develop research, evaluation and analyses deliverables that are of a high quality and meet USAID requirements.
Technical expertise in one or more thematic sectors (such as peacebuilding, good governance and democracy building, P/CVE, etc.) a strong plus.
Experience working in in Francophone Africa (preferred)
Ability to travel in Ghana and other countries in the region.
Must be a citizen of Ghana and currently residing there (relocation costs will not be covered).
