TechnoServe is looking for a food fortification Deputy Chief of Party – Technical (DCOP-Technical) for the anticipated five year Zambia LSFFA. Serving as a member of the project’s senior management team, you will be responsible for coordination of the various technical experts and all program activities while providing technical leadership and advisory services in support of the implementation of a wide range of LSFF activities, ensuring accuracy and alignment with global best practice. The DCOP-Technical will support the Chief of Party in technical direction, oversight, and implementation of project activities, and will collaborate with the project team to achieve the objectives of the project. The successful candidate is expected to have a broad range of expertise in food fortification, including standards, policies, data systems, and industry needs.

Primary Functions & Responsibilities:

  • Lead design and implementation of technical assistance activities across the project’s objectives
  • Lead assessments and operations research to support the adoption or updating of food fortification standards, policies, and programs, including access to finance and food industry technical support needs.
  • Ensure technical activities are evidence-based, reflect local needs, and incorporate state-of-the-art knowledge and best practices
  • Represent the project in technical discussions at the national and regional level
  • Work with stakeholders to identify and roll out opportunities to strengthen regulatory monitoring and enforcement for LSFF
  • Work with national and regional partners to strengthen data collection, analysis, and aggregation to improve monitoring, reporting, and accountability for key indicators.
  • Ensure documentation of key lessons for disseminating locally and inputting into global lessons learned.
  • Supervise team of technical staff to ensure efficacy and quality of technical assistance provided
  • Support the development of project work plans, reports, and technical deliverables

Basic Qualifications:

  • Bachelor’s degree in food science, food technology, or other relevant subject with minimum 7 years of experience OR Master’s degree with 5 years of experience
  • Minimum 5 years of experience designing, managing, and supporting large-scale food fortification programs; previous experience with USAID-funded projects preferred.
  • Deep understanding of large-scale food fortification, including the food processing industry and the ecosystem within which it operates
  • Good understanding of quality control and quality assurance (QA, QC) requirements by industry and regulators towards large-scale food fortification
  • Leadership skills managing similar size projects, development activities; recruiting, managing staff; programmatic and financial reporting
  • Ability to build, maintain relationships with host governments, stakeholders, and the private sector
  • Proven track record of providing advisory services
  • Demonstrated experience with qualitative and quantitative M&E data collection, research design, and data analysis methods

Preferred qualifications:

  • Masters’ degree or higher in a relevant field (Business Administration, Agribusiness, Agri financing etc
  • Ten (10) years of relevant experience and progressively increasing management responsibility in international development projects on small and medium-sized agribusinesses programs

Required Languages:

  • Fluent in written and spoken English.

  • Self-starter, proactive, able to work independently in support of others
  • Demonstrated ability to analyze, present, and synthesize complex topics and translate into key policy and technical recommendations
  • Ability to work in diverse teams, respectful of other cultures
  • Ability to work effectively in remote-based teams with strong organizational and
    collaborative skills
  • Strong writing skills to write concise, analytical reports to different audiences
  • Strong communication skills
