Contribute to the formulation, implementation and review of policies, regulations and programmes in line with the Traditional Leaders Act (Chapter 29:17), Ministry’s strategic plan as well as national development aspirations; Facilitate the establishment, resuscitation, upgrading, selection and appointment of Traditional Leaders in line with the enabling legislation; Promote research on national, regional and international best practices and legislation on the Traditional Leadership and Governance framework; Develop a framework for the settlement of inheritance and succession disputes between and among Traditional leaders.
Responsibilities
- Contribute to the formulation, implementation and review of policies, regulations and programmes in line with the Traditional Leaders Act (Chapter 29:17), Ministry’s strategic plan as well as national development aspirations
- Facilitate the establishment, resuscitation, upgrading, selection and appointment of Traditional Leaders in line with the enabling legislation
- Promote research on national, regional and international best practices and legislation on the Traditional Leadership and Governance framework
- Develop a framework for the settlement of inheritance and succession disputes between and among Traditional leaders
- Facilitate the promotion and preservation of culture and heritage
- Emplace resettlement land under the authority of Traditional leaders
- Coordinate resource mobilisation, budgetary development and the design of other funding initiatives for traditional leaders’ inheritance and succession programmes
- Manage an integrated national database on traditional leadership classifications, numbers, bio-data and operations
- Supervise, coach and counsel subordinates.
Qualifications
- A degree in History, Heritage Studies, Local Governance, Rural Development, Development Studies or equivalent
- A relevant Masters degree in the above field(s) is an added advantage
- A post graduate diploma in conciliation and arbitration or conflict management is an added advantage
- At least eight (8) years experience in a relevant field, two (2) of which must be in the Deputy Director or equivalent grade.
Skills
- Sound knowledge of Ministry policies and National Development policies, priorities and goals
- Extensive knowledge on Traditional Leadership legislation, regulations and policies
- Sound judgment and good leadership qualities
- Ability to interact and communicate with stakeholders at all levels
- Ability to employ information communication technology in the management of traditional leaders’ inheritance and succession programmes
