Mbarara University of Science and Technology (MUST) is a Ugandan Public University
whose main campus is located in Western Uganda, Mbarara City, 7kms on MbararaBushenyi Road.
MUST’s vision is to be a Center of Academic and professional Excellence in Science and
Technology. In order to achieve this vision, MUST is building a team of highly qualified
and skilled persons who can ably contribute to providing quality leadership and relevant
education at the national and international levels, with particular emphasis on science
and technology and their application to community development.
Applications are therefore invited from suitably qualified Ugandans to fill the position of
the Deputy Vice Chancellor (Academic Affairs) of MUST with effect from February

Key Duties and Responsibilities:
In accordance section 32 (3) of the Universities and Other Tertiary Institutions Act
(UOTIA), Cap 262, the Deputy Vice Chancellor (Academic Affairs) shall:
a) assist the Vice-Chancellor in the performance of his or her functions and in that
regard be responsible for the Academic affairs of the University;
b) In the absence of the Vice-Chancellor perform the functions of Vice-Chancellor;
c) perform such other functions that may be delegated to him or her by the Vice
Chancellor or assigned by the University Council
C. Person Specifications
The candidate for the position of Deputy Vice Chancellor (Academic Affairs) of
Mbarara University of Science and Technology must possess a strong academic and
professional background, with demonstrated experience in academic leadership, quality
assurance, and innovation in higher education.
Specifically, the candidate shall be expected to:
a) hold an earned PhD from a recognized university or similar institution of higher
learning. A PhD in Science and Technology will be an added advantage.
b) be a highly distinguished scholar of the rank of Associate Professor or Professor in
a recognised university or similar institution of higher learning, have at least ten
(10) years of experience in teaching, research, and community engagement.
c) have at least four (4) years of academic leadership at a senior level such as Head
of Department, Deputy Dean, Dean, Deputy Principal, Principal, Deputy Director,
Director in a recognised university or similar institution of higher learning.
d) be a Ugandan citizen.
e) be 40 – 65 years of age at the time of assumption of duty by 1 February 2026
f) have at least eleven (11) articles (in the area of specialisation) in peer reviewed
journals; or eleven (11) published book chapters; or two (02) published books with
ISBNs.
g) At least three (3) publications as first author; or three (03) book chapters; or the
two (2) books.
h) Supervision of at least three (03) graduate students to completion, at least one of
whom should be at PhD level; or five (05) publications (not part of those in
requirement (f) in lieu of supervision of graduate students.
i) Evidence of proven success in grant winning and / or resource mobilization.
D. Description of Duties and Responsibilities
The Deputy Vice Chancellor (Academic Affairs) assists the Vice Chancellor in the
performance of academic duties and shall:

a) Oversee the planning, development, implementation, and evaluation of
undergraduate, postgraduate academic programs, research programs and any other
academic programs and policies for monitoring the quality, standards and
management of the University’s academic programs in accordance with national and
international standards.
b) Coordinate teaching, knowledge transfer, research, quality assurance, and
innovations across faculties and academic units.
c) Oversee the selection, admission, and progress of students
d) Provide leadership in curriculum development and ensure alignment with national
goals and international trends.
e) Supervise the performance of academic units including faculties, institutes, schools,
and departments.
f) Monitor compliance in setting, administering, and grading all assessments in
accordance with the established regulations.
g) Establish systems for students’ timely completion of academic programmes.
h) Coordinate the recruitment, promotion, and professional development of academic
staff.
i) Promote academic excellence, integrity, and relevance of programs to national
development needs.
j) Oversee graduate training, research dissemination, and partnerships that support
academic programs.
k) Serve as Chairperson of key Senate Committees and ensure the proper functioning
of academic governance structures.
l) Represent the University in academic forums and national bodies concerned with
higher education.
m) Perform any other functions delegated by the Vice Chancellor or assigned by the
University Council.

The successful candidate will be expected to demonstrate with evidence substantial
experience and impact in the following areas:
I. Academic Leadership and Governance
a) Experience in leading multi-disciplinary academic teams.
b) Evidence of shaping institutional academic direction and achieving strategic goals.
c) Active participation in university Senate and Council processes.
II. Teaching, Learning, and Quality Assurance
a) Proven ability to improve learning outcomes, teaching methodologies, and academic
support services.
b) Experience with accreditation processes and higher education quality assurance
frameworks.

III. Research, Innovation, and Graduate Training
a) A personal record of research and scholarship.
b) Supervision of postgraduate research and development of research capacity in
academic units.
c) Experience in mobilizing and managing research grants and collaborations.
IV. Curriculum and Program Development
Experience in designing, reviewing, and accrediting academic programs aligned to
market needs and national development plans.
V. Digital Transformation and Academic Systems
a) Familiarity with Learning Management Systems (LMS) and integration of technology
in pedagogy.
b) Oversight of academic information systems, records, and automation of academic
processes.
VI. Partnerships and Internationalization
a) Ability to build academic partnerships locally and globally.
b) Engagement with industry and employers for curriculum relevance and student
employability.
VII. Student Affairs and Support Services
a) Commitment to student success, mentorship, and academic advisement.
b) Collaboration with Dean of Students and related offices to enhance student welfare
and academic experience.

G. MODE OF APPLICATION

e) Evidence of scholarly publications and their citations in recognized journals and
databases;
f) Copies of letters of appointment and awards for all positions of responsibility held,
g) A two-page statement of the candidate’s vision for the University in the twenty-first
century; (1.5 lines spacing and 12 size font of Times New Roman)
h) A one-page letter of motivation (1.5 line spacing and 12 size font of Times New
Roman).
i) Names and addresses of three referees. The referee should be contacted by the
applicant to forward the referees report either electronically or hard copy).
