Following successful work previously done by the PMI’s Impact Malaria project between 2018-2023, PSI Sierra Leone intends to build to build on the gains made to continue to support the community Health Workers (CHW) Program in implementing the integrated Community Case Management (iCCM) with an aim of achieving equitable access to quality and affordable health care for communities. Through the financial contribution from the USAID under the Meeting Targets and Maintaining Epidemic Control (EPiC) Project, PSI Sierra Leone will continue with the work to build the capacity of CHWs in the districts of Falaba, Kailahun and Pujehun.
Meeting Targets and Maintaining Epidemic Control (EPiC) Project is a five global health funded by USAID. EPiC receives COVID-19 funding to bolter health systems necessary to address Epidemics and reduce cases of reemergence. EPiC and its consortium members implement activities in more than 45 countries worldwide.
Beginning December 2023, PSI under the EpiC Project, will continue leveraging on achievements with the iCCM in efforts to help the country achieve Universal Health Coverage. EpiC will, therefore, work closely with the CHW Hub and other relevant partners to support and sustain the CHW Program with a focus on the following areas:
- Strengthening the capacity and skill sets of CHWs and PHU staff to provide quality iCCM and clinical services through Outreach Training and Supportive Supervision plus (OTSS+) for Peer Supervisors and PHUs.
- Maintain commitment and retention of CHW in the program.
- Strengthening coordination and streamlining the decision-making of the CHW program through participation in quarterly districts and national CHW Technical Working Group (TWG) meetings
- Support MOH initiatives to implement Community Health Information Systems reporting and data use.
PSI therefore seeks to engage on short term basis, the services of a Diagnostics Advisor (DA) to assist with strengthening/improving skills and competencies of CHWs in malaria diagnosis with emphasis on RDT use. The DA will be required to travel regularly to the field to support activity implementation in the three districts.
General Objectives of the Position
The Diagnostic Advisor, reporting to the Senior Technical Advisor, is responsible for providing diagnostic technical assistance and capacity building to CHW staff at all levels.
Key Responsibilities
- He/ She will work with and support the districts, health facility and CHWs to improve the quality of malaria diagnostics, through supportive supervision, training, mentoring, and coaching, and on-site visits.
- Assess health facility staff, and CHWs on malaria diagnostics, RDTs and other diagnostics method if applicable.
- Contribute to the development and review, and update of malaria RDT training tools and job aids.
- Contribute to the development of change stories, photos, and other materials in line with PSI standards and donor requirements.
- Provide weekly, quarterly, and annual reports or any other relevant communication as may be required by the project.
- Provide training on stock management (test kits, and other supplies required for malaria diagnosis).
- Support the NMCP/MOH/DHMT staff and the project team in capturing, monitoring, and analyzing diagnostics-related data.
- Capture and document best practices on malaria diagnostics, contribute to dissemination, and work with the NMCP/MoH staff in scaling them up if applicable.
- Contribute to any malaria diagnostics-related operations research if and as required.
- Participate in regional/district level meetings convened by the CHW hub, and in relevant meetings at other levels, if and as required (e.g., national, district.
- Perform other essential tasks that may be assigned by the project.
Qualification: Education/Knowledge/technical Skills and experience
Qualification required: Bachelor’s degree in laboratory medicine (microbiology, pathology) or any other relevant diagnostics-related field.
Experience: At least three years’ experience, in a national/international context, in diagnostic/laboratory medicine in malaria. including working in resource-limited settings. Also, documented expedience in supporting CHWs, including the development of teaching /learning materials. Experience working with CHWs would be an added advantage.
