To be responsible for developing strategy for the Finance Directorate and supervising the implementation to ensure the strategy objectives are realized in a timely manner and within acceptable quality standards. Additionally, the position prepares the overall CAA Budget, develops the Directorates policies and procedures, advises the Director General, User Departments and the Board on finance matters, and coordinates the finance operations for effective and efficient service delivery by the Directorate.
The Director Finance may give general or specific directions to Accounting Officers and other Officers under the Directorate in relation to performance of functions of accounting Officers, in accordance with the provisions of the Public Finance Management Act No 1 of 2018, the Civil Aviation Authority Act No 7 of 2012 and the Civil Aviation Authority Regulations and Procedures including Statutory Instrument No. 71 of 2016 or any regulations that may be made under the said Act or any other Act.
DUTIES AND KEY RESPONSIBILITIES
The job holder will be required to undertake the following duties and key responsibilities:
- Develops the Directorate Strategy in line with the CAA Strategic Objectives, to ensure the Finance Directorate supports the achievement of the CAA mission and vision through efficient utilisation of resources.
- Provides strategic financial leadership and oversight, ensuring that all CAA financial practices align with statutory regulations and best practices.
- Prepares the Overall CAA Corporate Budget in a timely manner and with consideration on high standards to ensure timely allocation of sufficient resources for the implementation of the ZCAA Strategy
- Ensures compliance with the Public Finance Management Act, IFRS, and all relevant statutory bodies’ financial requirements.
- Drives the financial planning process, including long-term budgeting, forecasting, and investment strategies for financial sustainability.
- Develops and implement financial policies and procedures that enhance accountability, transparency, and financial efficiency.
- Monitors and manages the capital structure of the Authority, ensuring an optimal mix of debt, equity, and internally generated revenue.
- Oversees cash flow management, treasury functions, and banking relationships to ensure financial stability and liquidity.
- Leverages financial technology, including ERP systems (Sage Evolution), Power BI, and other analytical tools to enhance financial decision-making.
- Develops, mentor, and supervise a team of financial professionals to ensure high performance and capacity building.
- Coordinates internal and external audits, ensuring timely resolution of audit findings and recommendations.
- Leads the preparation and consolidation of financial reports, ensuring timely submission of statutory financial statements, management accounts, and board reports.
- Oversee payroll management, ensuring accuracy, compliance, and timely disbursement of salaries and statutory remittances.
- Enhances revenue collection mechanisms and financial controls, ensuring the efficient collection and allocation of funds.
- Ensures compliance with statutory obligations, including tax compliance, payroll remittances, and regulatory audits.
- Collaborates with key stakeholders, including government bodies, financial institutions, and regulatory authorities, to align financial policies with national and international standards.
- Any other duties as assigned by the Director-General.
MINIMUM QUALIFICATIONS
- Full-Form V /Grade 12 Certificate with a minimum of five (5) “O” Levels with Credits in English and Mathematics.
- Bachelor of Accountancy Degree.
- Full CIMA, ACCA, ZICA, or CA.
- Master’s Degree in a business relevant field, shall be an added advantage.
- Fully paid up member of the Zambia Institute of Chartered Accountants (ZICA) at Associate Level membership or better.
- 10 years accounting and/or finance experience with at least 5 years at management level.

- In-depth knowledge of corporate finance and accounting principles, laws and best practices

- Demonstrable experience in Public Sector Accounting and Financial Management
- Solid knowledge of financial analysis and forecasting
- Proficient in the use of MS Office and financial management software
