Job description

To provide overall supervision and leadership of the Property Development and Maintenance, to formulate and implement the property development and maintenance policies and strategies of the MVCL, to ensure up to date development and maintenance information is available to the Board, Chief Executive Officer and Senior Management for decision making and to ensure adequate development and maintenance records and internal controls are established and maintained, and that all reporting requirements are met.

1.1 Main Duties and Responsibilities

1.1.1 Strategic Business Planning and Review

  • Preparing departmental work plans and budget for incorporation in the MVCL corporate budget..
  • To provide real estate or built environment information and insights for inputting in the strategic plan, thereby assisting the organization raise funds in a cost-effective and time-efficient manner through prudent property development investments.
  • To manage the competing forces of risk and return, as well as managing the relationship between time, cost and quality during project execution bearing in mind that every decision is influenced by the same three forces by the mantra which says: time is speed, cost is money, and quality is the product.
  • To maximize the revenue while minimizing cost to deliver a quality outcome by managing the following project costs; land, acquisition costs, professional fees, authority fees and charges, construction, marketing, legal and finance costs, land holding costs and taxes.
  • To prepare monthly, quarterly, annual and adhoc reports on the development and maintenance of MVCL properties.
  • To agree, monitor and review performance of subordinates to ensure that they meet their performance objectives.

1.1.2 Property Development

  • To oversee the acquisition of new real estate for the organization.
  • To manage the organization’s real estate development portfolio.
  • To find new potential buildings and properties to develop and engage in contract negotiation to acquire the property.
  • To find the best locations and undertaking due diligence on property to ensure that the project risks are known and mitigated.
  • To engage, inspire and manage project teams to ensure the best possible outcome for every project.
  • To drive the project development concept design formulation.
  • To ensure that all necessary permission and approvals required to develop the project are obtained.
  • To initiate the pre-sales and marketing of the project prior to construction.
  • To participate in the sourcing of necessary funding to commence the construction.
  • To supervise the construction from ground to completion.
  • To oversee and agree contracts and providers for services including horticulture, waste management, air conditioning, fire prevention, building contractors and pest control services.

1.1.3 Property Maintenance

  • Manages the rehabilitation and maintenance of accommodation and office properties of MVCL as required.
  • Inspects accommodation facilities regularly to ensure tenants adhere to contractual obligations and proper upkeep of facilities and equipment.
  • Develops and ensures implementation of a comprehensive maintenance plan.
  • Supervises, inspects and certifies all works done by contractors to ensure property control according to the conditions of contract.
  • Prepares monthly, quarterly and adhoc reports on the development, maintenance of MVCL properties.
  • Agrees, monitors and reviews performance of subordinates to ensure that they meet their performance objectives..
  • To ensure the re-modelling of gardens and surroundings to give them a quality appearance and ambience.
  • To perform any other duties as assigned by the Chief Executive Officer from time to time.

Qualifications

  • Full grade 12 School Certificate.
  • BSc Degree in Real Estate, Quantity Surveying, Civil Engineering, Building Construction Management.
  • Master’s Degree in any of the following, Land Economy, Real Estate, Quantity Survey, Construction Management or any other social science.
  • Supervises, inspects and certifies all works done by contractors to ensure property control according to the conditions of contract.
  • Membership with professional bodies, Zambia Institute of Valuation Surveyors, Zambia Institute of Quantity Surveyors, Engineering Institute of Zambia.
  • 8 years’ senior management experience in real estate.
