Job description

Formulate and execute on the country / client technical strategy and business plans in line with SLAs with full budget (OPEX/CAPEX) responsibility.

Oversee day to day management of the Deployment, Operations and Maintenance, IT and NOC functions ensuring best practice, quality, and compliance.

Support direct reports in the execution of the technology roadmap, collocation, site build, rollout efforts with all operators.

Partner with Sales and Marketing in seeking additional revenue opportunities and/or efficiencies by RF/Network Planning and Optimization measures.

Resolve escalating issues from the extended team with IHS customers and local government bodies at technical levels.

Ensure timely planning, budgeting and procurement for the required skills and infrastructure; manpower, tools, products, licenses, permits, materials and/or services.

Ensure availability and uptime of company network and IT infrastructure.

Develop and document related processes, tools, procedures, and controls that meet required standards, safety, and ISO measures.

Champion a performance-oriented culture in leading, coaching and developing direct reports. Ensuring ongoing improvement of extended teams and their performance

Demonstrate good cultural understanding of the local environment while applying international business standards to achieve company goals.

Foster an engaged performance-driven team by establishing effective line management structures and performance monitoring systems which enable high achievement levels.

Lead identification and development of successors and high-potential talent for critical roles across Technical.

Communication

Build and maintain solid communication channels with actual and potential customers of the business.

Represent and promote IHS at the national level by maintaining a presence across professional events and networks which contribute towards raising awareness of the business and gaining better understanding of market development.

Continuous communication and role model IHS’ core values/organizational competencies to staff and key external stakeholders.

Compliance

Ensure full compliance with local laws and regulations, as well as internal policies, processes, and procedures of the company.

Ensure correct operating licenses are obtained and maintained within target timescale.

Qualifications

Technical, or engineering related university degree ideally coupled with an advanced management degree or qualification (MBA, MSc)

Able to demonstrate proven project/program management skills with a recognized qualification (e.g., PMI, Prince 2)

Solid technical background leading and developing multi-disciplinary teams, both strategically and operationally.

Strong drive for results, including working budgets and targets for coverage and quality with a passion for delighting the customer.

Excellent communication skills – written, oral, team, one-to-one, etc. – backed by advanced problem-solving and influencing skills.

Experience of working in emerging markets

Engineering, Project & Vendor Management

Cultural sensitivity, ability to relate to and connect with the local network of businesses, groups, suppliers, professional bodies, related institutions, and channels.

Strong business ethics and integrity

Fluency in French and English at Business level

Minimum of 10 years proven track record in the industry having worked for a vendor, supplier and/or an operator within the telecommunications sector.

Minimum of 3 years technical line management experience (e.g., as a CTO, Technical Director, Operations Director) at a country or international business unit level
