The Director will be responsible for the following;
- Developing, implementing and evaluating Strategic plans, workplans, program of activities and projects in collaboration with other Departments and Stakeholders.
- Development and review of Water and Sanitation County Master Plans and identification of water and sanitation projects;
- Initiate innovation, drawing on the latest research of new technologies for sustainable development and management of water;
- Manage human, financial and material resources assigned to the division;
- Manage contracts and construction of Water and Sewerage Works undertaken directly or by contractors.
- Organizing, directing, controlling and coordinating the functions of the directorate.
- Interpreting and applying National and County Laws and other related statues in the department in line with the County goals and objectives.
- Developing appropriate policies, legal and Institutional frameworks for implementation on Water, Energy and Sanitation.
- Approve annual work plans and financial budgets for the Directorate. Ensuring strict compliance with all financial, budgetary and procurement procedures.
- Coordinating production, documentation and dissemination of the relevant information and maintain linkages with other Departments of the County;
- Performing other duties that may be assigned from time to time by the Chief Officer.
Requirements for appointment
For appointment to this grade, an officer must;
- Be holder of at least a bachelor’s degree in Water Engineering or Civil Engineering from a recognized Institution.
- Be a holder of a master’s degree in Water Engineering or Civil Engineering from a recognized Institution as an added advantage.
- Be registered by Engineers Registration Board of Kenya as an Engineer and in good standing.
- Be a member of the Institution of Engineers of Kenya (IEK).
- Must have attended Strategic Leadership Management Program (SLDP) or an equivalent program lasting not less than six (6) weeks from a recognized institution will be an added advantage;
- Have relevant knowledge and experience of not less than ten (10) years in a senior Public Service or the private sector.
- Knowledge in Computer Aided Designs;
- Be conversant with policy formulation and implementation.
- Satisfy the requirements of chapter Six of the Constitution of Kenya 2010.
