EACOP Field Health & Safety Supervisor – LSOC

MISSIONS/JOB DIMENSIONS
CAPEX Project: The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 4.1 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The role does not have a direct budget function.
The role will be based within the Field Health & Safety Team and responsible for providing functional support to the Project and Land and Social (LSOC) activities.
ACTIVITIES
- Provide support to Health & Safety aspects for works conducted by the Land and Social contractors.
- Implement the regulatory requirements to ensure compliance with local and other H&S regulatory requirements.
- HSE Performance reporting for LSOC contractors.
- Incident management including reporting, notification, investigation & analysis.
- Contractor HSE Management – analysis of prequalification and call for tenders; evaluation and audits.
- Conduct HSE inductions and maintain an up-to-date database.
- Promote positive Health and Safety culture and facilitate programs (e.g Zero Harm program).
- Prepare and facilitate toolbox meetings with EACOP workers and Contractors.
- Coordinate and implement the EACOP HSE training requirements.
- Provide support for road safety. Conduct vehicle inspections and Driver toolbox talks.
CONTEXT AND ENVIRONMENT
- Behind the numerous technical, environmental, and social challenges faced by the project, objective is for EACOP to be developed in a fast-track mode with start-up anticipated 39 months after FID.
- With operations in two countries, two separate regulatory regimes will need to be addressed in the HSE-MS.
- Numerous stakeholders and heavy focus by NGOs create a complex context. Project will need to be developed in accordance with IFC standards and the Equator 4 Principles to secure the necessary financing.
- Several risks related to the location including malaria, limited infrastructure, significant transport & road risk, etc.
Job Location: The position is based in the field with travel to various worksites in Uganda/Tanzania.
ACCOUNTABILITIES
- Ensure works conducted by the Project and LSOC Contractors are carried out in line with local and internationally recognized Health & Safety regulations and best practices.
- Ensure the regulatory compliance of the Contractor.
- Promote Health & Safety and provide induction, training and toolbox talks to EACOP workers and Contractors.
- Perform any other duties or tasks that may be required by the position.
QUALIFICATIONS AND REQUIRED EXPERIENCE
Professional Experience:
- Bachelor’s degree or equivalent formal qualification in a recognized HSE discipline (NEBOSH Certificate as a minimum).
- National Occupational Safety and Health certification (as required).
- Minimum 10 years of experience in Oil & Gas Industry or related experience in large scale projects & industrial operations.
Technical Competencies:
- Good knowledge in Occupational Health and Safety; Risk Analysis, Contractor HSE Management.
Behavioral Competencies:
- Ability to work in a multi-cultural business setting and excellent interpersonal and communication skills are essential.
- Fluent in English: Speaking and Writing.
